    The primary purpose of this position is to serve as the organization's Principal Data Scientist overseeing development of products and decision aids for use by MMIII Integrated Product Teams (IPTs) and implementing advanced data science methodologies and technologies to rapidly and clearly distill detailed, on-demand knowledge (from fusion, correlation and analyses of disparate and dynamically changing data sources) about the MMIII Weapon System's present status and predicted status (e.g., risks, reliability, mission readiness, maintenance and supply trend analyses, survivability, etc.).

    DUTIES:

    • Serves as technical lead for the MMIII Digital Innovation (DigIn) Team, driving cutting-edge projects and initiatives.
    • Ensures seamless coordination with the MMIII Chief Engineer, aligning the DigIn Team's efforts with overarching engineering goals and priorities, and optimizing resource allocation to achieve key objectives.
    • Leads the identification and resolution of complex, cross-organizational problems; advocates innovative solutions and fosters collaboration across teams.
    • Oversees risk, issue, and opportunity management, employing advanced analytics to predict and mitigate potential challenges and enable informed decision-making/assessments.
    • Implements and manages team activities using the Objectives and Key Results (OKR) framework to ensure clear goal-setting and performance tracking.
    • Spearheads and contributes to special studies, projects and functional reviews aimed at enhancing process automation, digital transformation, and Artificial Intelligence (AI) integration.
    • Proactively develops and delivers technical presentations and reports to senior leadership, showcasing the DigIn Team's contributions to digital innovation.
    SKILLS:
    • Three (3) or more years of data science experience is typically required for this position.
    • Demonstrated skill in performing complex and comprehensive analyses and using systematic, disciplined, and quantifiable approaches to implement, develop, and document projects is required.
    • Ability to conduct thorough analyses, including cost analyses, and apply data collection and analytic methods to support MMIII mission-critical requirements is required.
    • Exceptional communication skills, with a proven track record of building consensus and articulating complex issues to stakeholders with diverse or opposing views are required to successfully perform this technical lead role.
    • Hands-on experience with Autonomous Systems, Big Data Analytics, AI, Machine Learning (ML), Data Visualization, and advanced statistical techniques is highly desired.
    • Comprehensive expertise in a wide array of systems and technologies, Department of Defense (DoD) or equivalent Command, Control, Communication, and Computers (C4) systems, data science, big data analytics, ML, AI, and cognitive science is ideal.
    • Understanding and use of Business Intelligence Platforms (e.g., Tableau, Microsoft Power BI, etc.) is preferred.
    • Thorough understanding of relational database and graph-based data structures is desired.
    • Proficiency in software development using modern programming languages (e.g., Python, C/C , JavaScript, Java, C#, etc.) is highly valued.
    • Experience developing within Notebook and Integrated Development Environments (IDE) platforms is desired.
    • Understanding of commercial data science specific software libraries (e.g., Pandas, Keras, NLTK, Sci-Kit, etc.) is also desired.
    • Demonstrated skill in marketing and negotiating, able to defend and gain support for new program concepts at the executive level is strongly preferred.
    • Experienced in leading diverse teams, fostering an environment of collaboration and innovation is highly valued.
    • Familiarity with the entire software development lifecycle, including engineering, testing, requirements verification, and validation is preferred.
    • Deep understanding of DoD acquisition culture and program management, with a preference for candidates with government experience, though industry experience is a plus.

    • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
    • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.
    • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

    • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
    • Possess a B.S. in Computer Science, Information Science, Mathematics, Physics, Operations Research, statistics, engineering, data science, business analytics or a related discipline with at least 3 years of experience.
    • Have a knowledge of modern large-scale data systems and architectures.
    • Are self-motivated with strong intellectual curiosity, especially around defining impact. Maintain excellent social skills, outstanding written and oral communications skills, and good organizational skills.
    • Strong analytic skills related to working with unstructured datasets. Strong project management and organizational skills. Experience with Agile methods.
    • Experience leading teams and projects using agile methods and collaboration tools such as GitHub, Jira, and Confluence. Have used data visualization tools and/or libraries such as Tableau, d3.js, plotly.js, Angular.js, PowerBi, or other tools.
    • Proven experience organizing data into flexible, scalable, and reusable structures and performing comprehensive data analysis. Have experience with statistics, machine learning algorithms, or general algorithm development.
    • Experience with deep learning, reinforcement learning, natural language processing.
    • Have experience with other prescriptive analytic methodologies, including decision analysis, Monte Carlo simulation, and game theory.
    • Possess solid software development and programming skills (e.g. Python, Java, C , R, etc.)
    • Have knowledge of at least one statistical analysis package (R, Stata, SAS, JMP, Python, MATLAB, CO$TAT, @RISK, etc.)

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of professional data science concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced data analytics theories, principles, and concepts to weapon system evaluation, execution, and advisory services.

    2. Knowledge of data analytics sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon system performance and capability gap analysis.

    3. Knowledge of the assigned weapon system and support equipment sufficient to understand the interrelationships of various subsystems and how the available data is representing the actual health and key performance capability gaps of the system.

    4. Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; other engineering and scientific disciplines; and software specific to performing data analytics.

    5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for data analysis and to evaluate overall weapon system health and recommend the most effective allocation of resources.
