      Rochester Public Schools is hiring a Data Clearinghouse Manager to support implementation of the school district’s strategic plan, which can be found here:

      The Data Clearinghouse Manager will play a central role in the production, dissemination, and use of the district’s extensive data resources. Given the position’s focus on facilitating the use of data and evidence to inform implementation and continuous improvement, the Data Clearinghouse Manager will be housed within the school district’s new and growing office of Research, Assessment, and Evaluation. Working with a team, the manager will help lead and project manage the school district’s myriad data requests from internal and external requestors, lead innovation efforts around the use of data while maintaining existing data repositories, and assist all stakeholders in the use of data. On a typical day, the manager may write and process complex data queries of our databases, interface with many stakeholders across the district as you keep our focus on learning outcomes moving forward, hold meetings to help others make good use of data, help a group of senior leaders interpret a statistical analysis, work with stakeholders to expand their data literacy, and more.

      DEFINITION:
      Under general direction, to provide technical and analytical support for the district’s electronic data repositories, to maintain the district’s data storage systems including engaging in database management, to program database queries, generate data reports, data analysis, and conduct statistical analysis, and disseminate these data to internal and external stakeholders, work with requesters and other stakeholders to make meaningful use of rendered data and analysis, and to perform other duties as assigned.

      DISTINGUISHING CHARACTERISTICS:
      This position is distinguished from a research analyst by its focus on database management and technical support of related systems; this position is distinguished from a programmer / analyst by its focus on construction of data queries, report generation, data and statistical analysis, professional consultation, and data management.

      ESSENTIAL DUTIES:
      The following duties are typical of those performed by employees in this job title; however, employees may perform other related duties, and not all duties listed are necessarily performed by each employee in the job title.
      • Provides function and technical support for installed specialized complex database applications and related database systems, including trouble-shooting, data resolution, process, and processing issues
      • Provides and maintains current district database system architecture; makes changes to meet end user needs; ensures data integrity
      • Processes data requests from internal and external stakeholders
      • Maintains the district data dictionary
      • Serves as an ex-officio member of the district data governance council
      • Programs queries using R, SQL, Python, and/or other related languages
      • Uses various data visualization tools; facilitates end-user requests for visual reports
      • Prepares, submits, and ensures validity of data sent to internal and external stakeholders
      • Prepares analytical reports as requested by various stakeholders
      • Transfers, processes, and uploads data sets as required by reporting agencies
      • Works with end users to improve processes and facilitate data dissemination in a meaningful way for non-technical audiences
      • Develops and maintains custom and recurring reports from district data systems
      • Supports the Director of Research, Assessment, and Evaluation in meeting district and external data requests and deadlines through the efficient construction queries, datasets, and basic analytical reports
      • May lead the Office of Research, Assessment, and Evaluation in the absence of the Director
      • Performs other duties as assigned

      MINIMUM QUALIFICATIONS:

      Knowledge of:
      • Principles and techniques of various programming and related languages such as SQL, R, and Python
      • Principles of computer systems
      • Coding and cleaning data
      • Underlying logic of relational databases
      • Data analysis and statistics
      • Data visualization systems and/or query programming used by such systems
      • Standards and formats for effective documentation and report construction, particularly for data and analysis dissemination to non-technical audiences
      • Techniques for assisting non-technical audiences make meaningful use of data and analysis

      Skill in:
      • Computer hardware and software
      • SQL and/or related languages
      • Database software systems
      • Data management and analysis
      • Creating, modifying, and preparing reports for non-technical audiences
      • Excellent written and oral communication skills
      • Preparing and maintaining appropriate documentation of process and product
      • Establishing and maintaining a wide range of professional relationships
      • Managing and working on multiple projects at the same time with limited direction / supervision

      Teaching experience and/or experience with education research is desirable but not essential.

      Other Requirements:
      Must be able to comply with strict data security and protection policies and procedures.
      Must have a valid driver’s license or other reliable means of transportation to sites throughout the school district.

      ILLUSTRATIVE EDUCATION AND EXPERIENCE:
      A typical way to obtain the above knowledge and skill is a combination of education and experience equivalent to:
      • A bachelor’s degree in computer science, mathematics, statistics, data science, a social science quantitative research-related discipline, or a related field, with 3 years of experience using statistics packages, databases, and/or programming.
      • A master’s degree in computer science, mathematics, statistics, data science, a social science quantitative research-related discipline, or a related field, with training and evidence of success in using statistics packages, databases, and/or programming.

      PHYSICAL CHARACTERISTICS:
      Vision to read printed material and computer screens; speech and hearing to communicate in person and by telephone; mobility and dexterity to work in a standard office and use standard office equipment and computers; this work is performed primarily in an office setting but includes travel between district locations and may involve other travel as required.
