Description:
The program is seeking a data steward for the Data Transformation Solutions (DTS) TTO. The Data Steward is a key member of the foundational team and works closely with data owners, data custodians, data modelers, thread engineers and other stakeholders to ensure the quality, integrity and useability of the data. The data steward helps to define and maintain the standards, procedures and monitors and reports on data updates and compliance issues.
Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288:
•Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal;
•Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement;
•Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management;
•Agreement Process Area - Acquisition and Supply.
Key Responsibilities:- Collaborate with stakeholders to understand data needs and requirements and to provide appropriate guidance and support
- Review, approve and manage data request, data definitions, data updates and deprecations and to update related documentation for dissemination to relevant stakeholders
- Participate in relevant meetings with stakeholders to elicit and gather requirements and provide appropriate status updates when relevant
- With thorough scrutiny, conduct data analysis, evaluations, quality checks and reviews for accuracy, completeness and consistency
- Enforce data governance policies, standards and best practices to maintain data integrity
- Educate and train data users and stakeholders on data governance
Required Experience:- Experience and knowledge of enterprise data, data flow and architecture
- Experience with data modeling practices
- Familiar with Jira and Confluence
- Excellent communication, collaboration and problem-solving skills
- Able to work independently and with a team
- Strong attention to detail and quality review
- Strong documentation skills
- Able to clearly and effectively disseminate complex information to stakeholders
- Experience with data warehouses, databases, data visualization, data analytics, and Excel
Nice to Have:- Demonstrated prior experience in data stewardship or a path towards data governance
- Project Management experience
Qualifications:
A Bachelor’s degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus ten (10) years of systems engineering experience.
OR
A High School Diploma or GED plus fourteen (14) years of general systems engineering experience (any process area).
OR
A Master’s degree in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus eight (8) years of systems engineering experience.
OR
A PhD in a Qualified Engineering Field (See Note 1) or a related discipline (See Note 2) from an accredited college or university plus eight (8) years of systems engineering experience.
*Note 1 – Examples of Qualified engineering fields include: Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management.
*Note 2 - Examples of related disciplines include: Chemistry, Computer Science, Information Systems, Mathematics, and Physics.
