PW Project Manager - Lead Line Administration

  • This position is responsible for overseeing the day-to-day operations and support of the City’s Lead Service Line Replacement Program and ensuring the City is compliant with rules, regulations, and guidelines as it relates to lead service lines (both city and customer owned). This position may lead small teams at times and be responsible for the performance of the work group’s daily tasks through guidance and supervision. 
    • Follows safe practices in the performance of duties.
    • Ensure that all aspects of the program are organized and in conformance with timeline and deliverables requirement
    • Develop and maintain program performance database that tracks overall progress and achievement of milestones
    • Assign and monitor resources effectively to boost program efficiency and maximize deliverables output
    • Report program risks and outcomes to appropriate management channels, and escalate issues according to program work plan
    • Serve as point of communication between internal teams, external customers and external partners
    • Deepen partnerships with outside resources, including third-party vendors 
    • Assist with planning and coordination of programs and their activities
    • Monitor implementation of program policies and practices
    • Work to keep programs on schedule, within stated budgets and functioning smoothly
    • Support program growth and development as necessary
    • Coordinate program communications
    • Oversees third parties under contract with the City and enforces contractual obligations such as deliverables and timelines. 
    • Manages the current fiscal year budget and prepares the operating budget for subsequent fiscal years, including long-term capital planning as appropriate. 
    • Provides information, technical assistance and coordination of efforts to current and prospective residents to participate in the City’s Lead Line Replacement Program.
    • Conducts site visits in pre-construction and while the rehab project is underway; communicating with residents, owners and contractors as needed.
    • Works with Water meter technicians to identify and record lead or galvanized lines as well as non-lead lines. 
    • Ensures program compliance.
    • Creates and submits reports for internal and external authorities.
    • Prepares monitoring reports as needed and ensures the maintenance of program, project, and client databases. 
    • Composes correspondence to program participants and contractors.
    • Maintains proper documentation of program activities and processes.
    • Provides support to water meter maintenance program. 
    Education, Training and Experience
    • Associate degree in mechanical engineering technology, plumbing, or trade school in these areas is required
    • Some experience using hand tools such as pipe wrenches, pliers, drills, power saws, screwdrivers and hammers is required. 
     
    Licenses and Certificates
    • Possession of a valid Pennsylvania State Driver’s License is required.
    • Knowledge of safe practices related to water meter servicing.
    • Proven proficiency in knowledge, understanding and use of the Microsoft suite of tools (Word, Excel, and Outlook) is required.
    • Proven ability to perform computer data entry and retrieval is required.
    • Proven ability to interpret, verify, and accurately enter data into a computer database is required.
    • Proven ability to write legibly and to do simple math calculations of addition and subtraction is required.
    • Proven ability to read City and county maps and to navigate by foot and automobile within a territory is required.
    • Proven ability to maintain simple and accurate records is required.
    • Proven interpersonal skills are required.
    • Proven ability to read, write, speak and comprehend written or oral instructions in English is required. Bilingual in Spanish is preferred. 
    • Ability to operate a vehicle on private and public streets is required.
    • Proven ability to work as part of a team and to collaborate successfully with other is required.
    • Proven ability to adapt to new or changed situations and to show flexibility in making improvements in work processes and operations is required.
    • Proven ability to exhibit customer-centered behaviors and to focus on customer needs is required.
    • Proven ability to commit to excellence in service and to continuous improvement is required.

    Environmental Conditions 
    • Exposed to inclement weather and extreme temperature, including long periods of standing outdoors. 
    • Works outdoors and indoors with, or without, heat and/or air conditioning. 
    • Exposure to noise and pollution.
    • Exposure to dogs, cats, various insects (spiders, roaches, fleas etc.) are common on the job.
     
    Safety Equipment Used or Needed
    • The City provides the use of safety glasses, pit lifter, hard hats, gloves, etc.
     
    Comments 
    • Requires frequent lifting of up to 50 lbs. and loading and unloading boxes of water meters, wire etc.
    • Requires listening for water leaks.
    • Requires pulling frozen water hose and pulling water meters out of space.
    • Job requires walking, squatting, bending, kneeling, reaching, climbing, crawling for up to eight (8) hours a day, frequently in unfavorable weather conditions.
    • Works around motorized or moving equipment and machinery.
