Dean of Arts and Sciences manages administrative functions of the college of arts and sciences. Develops college strategic initiatives and participates in university long-term planning and policy setting. This position carries out a broad range of budget and fiscal analysis responsibilities for one or more divisions, requiring high-level analytic ability and an understanding of the University and State rules, regulations, and procedures in a dynamic work environment. Under Senior Business Manager’s direction, the position carries out assignments in the execution, analysis, monitoring, maintenance, and control of divisional fiscal operations; assists the division(s) in the collection, analysis, and interpretation of budget and financial information. The role supports the divisional leadership in forecasting and planning the needs of the division(s) and is responsible for compliance with University policies including those related to procurement, human resources, accounting / finance, and record keeping. The Business Manager also serves as an advisor for all business operations and financial matters. Financial management includes unrestricted funding sources with the inclusion of all University of Baltimore Foundation (UBF) donor monies (endowments and spendable funds) and intent of use reporting, as appropriate. The incumbent serves as the division(s) liaison with other central University offices responsible for financial, human resources, technology and facility matters.
Key Responsibilities:
Business Operations (includes divisional Centers): Hold primary responsibility for management and oversight of the operational activities and processes relating to day-to-day divisional transactions, including: procurement (e.g., purchase requisitions, procurement card), accounts payable, accounts receivable (if appropriate), contingent contracts. Serves as a resource for the division and its center(s) on routine operational matters, policies, and procedures related to business operations. Conducts business in compliance with federal, state and university policies and procedures. Communicates appropriate process and policy changes to the division creating or modifying processes to maintain efficiency, effectiveness, and compliance. Supports regular and contractual personnel by providing procedural guidance to facilitate timely and effective use of resources. Solves problems as needed for efficient and effective operations, coordinating between the division, center, and central offices as needed. Recommends, documents, and facilitates implementation of divisional process improvements.
Financial Planning, Analysis, Management, and Reporting: Under the oversight of the Senior Business Manager, coordinates the division’s internal budget call for all funding sources (state, self-support, and UBF) including the: budget development, implementation of budget allocations and resource distribution for the division(s). Adheres to the procedural and timing requirements. Provides timely forecasts and projections of revenues and expenses that deliver useful information to divisional leadership, provost, administration and finance, and UBF. Works with divisional leadership to participate directly in the development, updates, and monitoring of the rolling, five-year strategic financial plan linked to strategic plans for the university and the division(s) (as appropriate). Provides timely variance reporting on all unrestricted and UBF projects. Provides special reports and analysis as requested. Provides insights and ideas in a coherent and compelling manner to constituents. Manages funding and spending compliance for all unrestricted funds and UBF projects. Authorizes expenditures in consultation with Senior Business Manager, as delegated. Strategic Planning and Analysis: Assists the Senior Business Manager in the assessment and development of divisional revenue generating activities and cost saving initiatives. Creates financial models to support division and staff in budget management and maintenance under the guidance of the Senior Business Manager. Develops recommendations for Senior Business Manager and divisional leadership regarding the availability of new or existing / deployable budget dollars to support strategic initiatives. As appropriate, coordinates assumptions, modeling and scenario building by working cooperatively with the divisional leadership, the provost’s office, and administration and finance to facilitate decisions and implementation.
Workforce Management: Initiates regular collaboration with the Office of Human Resources and the Position Control Manager to support workforce management and the associated compliance requirements (e.g. compensation reviews, performance management processes, position action forms, etc.). Coordinates activity to develop and maintain up-to-date position descriptions for all staff in the division. Assists divisional hiring authorities and committees in search and hiring practices. Oversees the efficient and effective use of UBalt’s human capital management (HCM) technology when establishing employment requisitions, recruitment postings, and search committees. Facilitates effective on-boarding and job orientation for new employees to division and university policies, procedures and processes. Manages position attributes and advises on all position related matters for accuracy and funding availability. Serves as a backup contract coordinator or, as needed, in times of high contract volume.
Other Operational Responsibilities: Liaison between the division and OTS/Facilities and Capital Management Offices. Seeks to improve the physical space state of the division by planning and forecasting the facility and computer/software needs. Oversees facilities upgrades or additions with the appropriate offices. Fulfills other responsibilities as assigned by the supervisor or divisional leadership.
Required Education and Experience
Education: Baccalaureate degree in Accounting, Finance, Business, or related fields.
Experience: Five (5) years of progressively responsible experience working with budgets, financial modeling, workforce / position management, forecasting and reporting.
Preferred Education and Experience
Education: Master’s degree in Business, Finance, Accounting, or related field.
Experience: Experience in higher education. Supervisory experience.

Ability and experience to identify training and development needs, evaluate workloads and resources. Excellent interpersonal and communication skills, including tact, diplomacy, discretion, and flexibility with diverse backgrounds. Ensure interactions within the division and amongst other division’s personnel is conducted courteously and efficiently, consistent with UBalt’s strategic plan. Ability to independently gather required information to organize, and perform financial analysis assignments. Ability to collect and analyze data, investigate, comprehend and compile financial, budgetary and program data interpreting policies and procedures and apply them to routine/complex/unique situations. Ability to organize and prioritize reports, daily operations, short and long-term projects. Flexible to a changing and dynamic work environment. A focus to provide: high level of customer service, transparency of data, and regular communication to divisional leadership and University partners. Demonstrates skills in organizational evaluation with an eye for increasing effectiveness & efficiencies (E&E) operational improvements. Experience with ERP software programs and Microsoft Office Suite products.
