Additionally, Dean of Education requires an advanced degree. Typically reports to top management. The Dean of Education manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Dean of Education typically requires 5+ years of managerial experience. Under the general direction of the Vice President for Instruction, the Instructional Dean provides strategic instructional leadership that supports the mission, vision, and priorities of Grays Harbor College. The Dean plans, implements, coordinates, and evaluates the workforce programs to address the educational needs of students and the community. The Dean is a member of the college’s instructional team and is responsible for implementing the shared vision and direction for academic and professional and technical program, including instructional delivery. This position directly supervises faculty and exempt/classified staff.

    The Dean for Workforce Education works closely and collaboratively with, and advocates for faculty and staff to ensure high quality and relevant workforce programs; including effective and learning outcomes, and is responsive to the college and community.

    • Provide overall leadership and oversight for the Workforce Education Division area
    • Leads through an equity-lens, including efforts to reduce performance and retention gaps for underrepresented populations
    • Serves as the College’s representative at statewide meetings such as the Workforce Education Council (WEC) and others, as appropriate/assigned.
    • Represents Instruction in governance councils, committees, and task forces
    • Knowledge of local college bargaining agreements (CBAs) classified/exempt/ and faculty
    • Mentors and supports faculty in the development of courses and programs and with specific knowledge of student learning outcomes.
    • Supports curriculum development for the maintenance of current and relevant curriculum, including for applied baccalaureate programs.
    • Actively contributes to and participates in college-wide activities in support of college accreditation.
    • Collaborates with internal/external stakeholders and partners including 4-year institutions, other CTCs, and K-12
    • Provide leadership and oversight of professional technical certification for faculty
    • Writes and manages the application, implementation, and evaluations for federal and state grants and contracts including Worker Retraining and Carl D. Perkins applications
    • Prepares, administers, monitors, verifies and reports departmental budgets for assigned programs including federal funds, grant funds, operating funds, and worker retraining funds including purchase card approvals
    • Develops new programs in conjunction with appropriate colleagues
    • Work collaboratively with the instructional dean in the preparation of quarterly and annual schedules
    • Maintains a current working knowledge of existing and pending workforce legislation, on both the federal and state levels
    • Coordinates all agreements and contracts with referring agencies and implements interagency contracts
    • Evaluates and implements college policies and procedures and directs faculty and staff accordingly
    • Serves on the Exempt Team, Instructional Management Team, and other college governance teams.
    • Carries out other duties as assigned by the Vice President for Instruction or the President

    SUPERVISORY RESPONSIBILITIES 
    • Recruits, supports, and evaluates program faculty in an equitable manner
    • Supervises and evaluates support staff
    • Resolve conflicts with students, faculty and staff as needed
    • Fosters strong interpersonal relationships with faculty and staff which support and honor the strengths, areas of expertise, identities, and potentials of everyone

    MINIMUM QUALIFICATIONS:
    • A Master's degree from an accredited college or university.
    • Three years of successful teaching experience, preferably in a college setting.
    • Excellent listening, speaking, writing, critical thinking, and problem-solving abilities
    • Coordination, supervision, or administrative experience preferably with career and technical education or professional-technical instructional programs.
    • Successful grant writing and management experience.
    • Understanding of competency-based programs and familiarity with Washington State Community and Technical Colleges Professional-Technical Skill Standards.
    • Eligible to become a vocational certified administrator (WAC 131-16)

    PREFERRED QUALIFICATIONS:
    • Experience developing and delivering Bachelor of Applied Science degrees.
    • Demonstrated ability to collaborate and manage multiple projects and initiatives
    • Experience in addressing disproportionate impact and equity issues in the higher education environment
    • Experience with organizing and administering I-BEST programming. 
    • Demonstrated experience working successfully within a union environment. 
    • Work experience in a business or industry sector external to academia.
    • Understanding, and experience in, apprenticeship programs. 
    • Innovative spirit. 
    • Sense of humor.
