    The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill Mathematics Assessment Specialist. This full-time position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days.     Position Overview
    This position resides within the Secondary Education and Pathway Preparation (SEPP) division at the Office of Superintendent of Public Instruction (OSPI) and reports to the Director of Assessment Development under the leadership of the Assistant Superintendent of SEPP.

    This position assists in the overall development and support of the Washington Comprehensive Assessment Program, which is aligned to the Mathematics K–12 Learning Standards. This position provides content, assessment, and curricular leadership in the development of consortium- and state-level and classroom-based Mathematics assessments. This position collaborates with other OSPI staff to provide resources and professional development opportunities that improve educators' understanding of the standards and assessment. This position will build and implement a work plan that makes progress on strategic goals for the agency including:
    • Learner-Centered Options in Every Community, providing all students with access to challenging coursework, culturally responsive and anti-racist curriculum, and pathways to graduation and beyond that meet their unique interests.
    • A Committed, Unified, and Customer-Focused OSPI, supporting districts through consistent, timely, and meaningful supports that center the needs of students.
    • This position will support the agency’s anti-racist objectives; participate and engage in changing systems and delivering proactive guidance focused on breaking down and removing barriers to those we serve.

    Key Responsibilities
    Provides statewide leadership and support for Math in the following:

    Program Leadership
    • Lead, facilitate, and provide oversight to the administration of the statewide Mathematics assessments included under the Washington Comprehensive Assessment Program.
    • Promote and lead recruitment for consortium and state assessment development activities including, item development, item content reviews, and curricular and assessment resource development.
    • Maintain the highest standard of personal, professional, and ethical conduct; and support the goals for diversity and inclusion.
    • Cultivate partnerships between both internal and external stakeholders to further the development of the K–12 education systems to enable continuous improvement.
    • Ensure compliance with relevant state and federal education laws and regulations related to Math assessment requirements.
    • Recommend and inform state-level policies for legislative bills and procedures impacting Math assessments; collaborate with OSPI Professional Certification, the Professional Educator Standards Board (PESB), and the State Board of Education (SBE). Provide testimony and bill analysis for legislative bills as needed.
    • Overall project planning and oversight for major bodies of work that identify key activities and projects, anticipated timelines, major administrative components (e.g., grants, contracts) and key communications necessary (regular meetings of stakeholders and or executive briefings).
    • Advocate at state and national levels the use of new, emerging, and innovative Math assessment design or item types.

    Learning Standards
    • Support the review, revision, development and/or implementation of state content standards; models of instructional practice; instructional materials and resources; research, evaluation, and reporting; and professional learning that will enable schools to support student growth and ensure that graduates are prepared for postsecondary success.
    • Develop assessment resources, professional development, guidance related formative, classroom-based, interim, and summative assessments of the Mathematics K–12 Learning Standards.
    • Proactively identify areas of local or national research related to assessing mathematics learning standards.
    Collaboration and Partnerships
    • Collaborate with internal and external partners to design and implement assessment materials and analyze assessment data.
    • Collaborate at state and national levels on current and emerging issues and relevant research related to Mathematics assessments.
    • Establish and maintain direct liaison support and agency representation with key content-specific national and state education associations and agencies, as well as specific departments within OSPI identified as key collaborators, (e.g., Educational Service Districts, state and national educational professional organizations) necessary to accomplish the position expectations.
    • Participate in state user acceptability testing of vendor related systems, review and feedback on vendor related assessment user guides, training, and related resources for assessment.
    • Support with internal teams, departments, and divisions related to current and future OSPI initiatives when requested.
    • Collaborate with staff in Elementary Education, Secondary Education Content, and across the SEPP division to provide vertical alignment and support of assessment content to academic standards, instructional materials, and professional learning opportunities in support of students and educators.
    • Support the development and dissemination of Math assessment resources for Local Education Agencies and teachers with a focus on resources related to Math local and state assessments developed internally or by our Math vendors.
    • Collaborate with internal and external partners on data analysis, management, and reporting for state and federal reports, accountability, and legal compliance.
    • Participate in advisory committees and workgroups for program planning and oversight per legislative directive.
    • Demonstrate and promote individual and group interpersonal skills including but not limited to listening for understanding, influencing, mediation, consensus building and collaboration.

    Assessment, Communication, Data Analysis & Reporting
    • Serve as an assessment content advisor and/or leader for Math assessment with content system supports and system-wide education policy issues, content related matters with partners such as State Board of Education (SBE) and the Professional Educator Standards Board (PESB) and develop and support implementation of assessment-related guidance, policies, and support.
    • Communicate the role of summative assessments as they relate to K–12 Mathematics Learning standards, state and local accountability systems, and federal and state reporting requirements.
    • Develop resources to assist external partners such as parents/guardians, students, educators, and community members to understand and interpret state mathematics results at the student, school, district, and state levels.
    • Write and edit responses to queries and develop resources related to Math education.
    • Serve as the point of contact for and communication with teachers, administrators, and mathematics education stakeholders at the local, state, and national levels about Washington’s mathematics.
    • Contribute content to weekly assessment newsletters, monthly assessment webinars, and state and national conferences when needed or requested.
    • Provide technical support and communication to internal and external partners related to state mathematic assessment structures for design, administration, reporting, and analysis of results.
    • Maintain the highest standard of personal, professional, and ethical conduct when responding to phone, email, or in-person questions related to Math assessments,
    • Identify which key program activities necessitate systemic statewide communication through an OSPI bulletin or memorandum (as per annual work plan), and process these in accordance with agency timelines and processes.

    Required Qualifications:
    • Bachelor’s degree in Math or education, educational administration, or related area.
    • A minimum of five (5) years of K-12 experience in Math as a teacher and/or within the educational system in a position with related skills or tasks.
    • A combination of education and related professional work experience may be considered year for year.
    In addition to those required qualifications, our ideal applicant will also have some or all of the following:
    • Knowledge of:
      • Sound management practices, professional staff development, program planning, individual and group decision making strategies.
      • Relevant state government, laws, and legislative process

    Desired Qualifications:
    • Master’s degree or higher in area related to (Math/education, educational administration or related area.)
    • Experience teaching Math in a formal education system.
    • Experience with leading school, district, or regional math and/or assessment initiatives or projects.
    • Experience with relevant state government, laws, and legislative processes.
    • Experience working in a diverse school setting.
    • Broad practical experience in leadership, personnel management, collaborative problem solving and conflict management.
    • Ability to provide long and short-term strategic planning and program development goals.
    • Experience with data analysis and reporting.
    • Leadership in mathematics education at the district, regional or state level.
    • Excellent written and oral communication skills, which includes giving presentations to adult learners.
    • Skill in the Microsoft Office Suite, which includes Word, Outlook and Excel.
    • Excellent organizational and management skills, which includes the ability to work on multiple projects with limited supervision.
    • Flexibility to travel both within and out-of-state, which may include weekend travel.

    • Knowledge of:
      • Federal and State laws, rules regulations, and requirements related to state summative assessments.

    Compensation

    The annual compensation for the position is $80,000–$94,165 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate.
