    The Department of Energy's (DOE) Office of Nuclear Energy - Headquarters is looking for a dynamic, innovative, seasoned executive to provide executive level guidance and leadership to the Idaho Operations Office organizations responsible for providing programmatic support to the Office of Nuclear Energy.

    As the Deputy Manager for Nuclear Energy Facilities Programs and Partnerships you will:

    • Provide leadership to nuclear energy research programs and projects to enhance U.S. security and economic growth through transformative science, technology innovation, and market solutions to meet energy, nuclear security, and environmental challenges.
    • Assure the effective management of programs, activities, and resources by developing, implementing, monitoring, and communicating organization and Department of Energy-wide policies and systems.
    • Provide leadership in dealing successfully with high level officials within and outside Federal Government, local and Tribal government, key community stakeholders, and in representing the organization to Congress, other departments and agencies, industry leaders, senior executives, advisory panels, and others.
    • Be responsible for managing the day-to-day execution of the Office of Nuclear Energy, Idaho Operations Center (NE-ID) missions that relate to INL operations and NE program support. Oversee and manage programs and projects at the Idaho National Laboratory (INL) consistent with NE Headquarters objectives.
    • Advance sustainable energy solutions, ensure secure & resilient critical infrastructure, equip the defenders of our nation, protect Idaho's natural resources, and fulfil legacy environmental commitments.
    • Determines the financial and personnel resources needed to achieve mission objectives and support mission operations; identifies the need for organizational improvements and develop the requisite plans and direct implementing actions for programs under their purview.
    • Represent and speak authoritatively for ID in an official and public capacity at conferences, meetings, and negotiations with other Departmental elements, including program and offices, and other Federal agencies on matters of assigned responsibility.

    Qualifications

    The application process used to recruit for this position is the RESUME BASED method.     MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below.     MTQ 1: Describe your knowledge of, and executive level experience in managing in a multi-program, multiple customers, multiple fund source organization, with specific experience with nuclear energy, environmental liabilities, and national security (i.e. homeland, defense, intelligence).

    MTQ 2: Describe your experience in providing leadership in establishing and implementing measures to successfully manage and/or oversee large complex commercial and/or government enterprises with nuclear high hazard facilities; and skill to direct operations and maintenance for developing and maintaining safe, environmentally sound, and economical facilities to support national priorities.

    MTQ 3: Describe your ability to work effectively with a diverse group of stakeholders (general public; public interest groups; local, state, and national bodies; political delegations and staff; etc.) to achieve mutually acceptable solutions to complex and contentious issues.

    Education

    Degree: Engineering.
    A. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Idaho Falls is the county seat of Bonneville County, Idaho, United States, and the state's largest city outside the Boise metropolitan area. As of the 2010 census, the population of Idaho Falls was 56,813 (2016 estimate: 60,211), with a metro population of 133,265. Idaho Falls serves as the commercial, cultural, and healthcare hub for eastern Idaho, as well as parts of western Wyoming and southern Montana.
