  • Duties

    • Responsible for overall management of the DMWR NAF Support Division.
    • Provides policies and guidance to ensure attainment of the established objectives of the division. Performs as the liaison and coordinates programs with AAFES and other garrison agencies.
    • Provides leadership and supervision. Communicates mission and organization goals to subordinates. Applies knowledge of programming, planning, and budgeting and long-range MWR resources.
    • Directs, develops, and administers plans and procedures; and implements regulations to ensure functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service.
    • Directs and develops finance and accounting operations. Maintains accounts. Establishes current and long-range programs. Prioritizes programs and projects in terms of user needs and affordability.
    • Reviews and evaluates progress of program plans. Analyzes statistical variance data and budget reports. Measures established program performance standards. Observes and evaluates subordinate activity for effectiveness of leadership and operation.
    • Meets with program/activity managers, coordinates the implementation, and approves plans to meet the garrison objectives and goals by functional area.
    • Establishes and maintains internal control and audit procedures to ensure that personnel and funds are used in accordance with governing regulations.
    • Serves on a variety of activity councils to keep informed of operations and/or to coordinate programs and requirements.
    • Serves as the garrison focal point for DMWR Support Management policies and practices. Maintains liaison with off-installation civilian and/or military related social and special service-related organizations.
    • Performs other duties as assigned.

    • Satisfactorily complete an employment verification (E-Verify) check.
    • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para. 2 to include a Tier 1 background investigation.
    • Incumbent must fil a Confidential Statement of Affiliations and Financial Interest in accordance with the requirements of AR 600-50.
    • Incumbent may be required to complete a Tier 1 background investigation for a Common Access Card for physical access to federally - controlled facilities.

    Qualifications

    Qualification Requirements:
    • Work Experience directing/managing one or more DMWR Support Management programs for a Garrison, or similar civilian community, for at least one year.
    • Knowledge of programming, planning, budgeting, and long-range planning.

    Highly Preferred:
    • Three (3) years of supervisory experience managing Non-Appropriated fund (NAF) civilian personnel.
    • Three (3) years or more experience with Non-appropriated Fund (NAF) budget planning and execution to include Capital Purchase and Minor Construction.
    • Three (3) or more years of experience with NAF procurement, NAF financial management, personnel management, and inventory control.
    • At least one (1) year of work experience directing / managing one or more DFMWR NAF Support Services (Marketing, Financial Management Branch, MWR IT Support, etc.) programs.
