    The following are the duties of this position at the full working level.

    • Plans, develops, and executes programs in a multifunctional environment to supports division management and employees. These projects, studies, and staff assignments typically involve issues of immediate importance to IRS Service-wide, as well as publishing, issues and policies, and an expert understanding of the M&P Publishing Division, with long range technical implications. Such assignments are highly complex and broad in scope and involve the independent coordination and leadership of special technical study and research teams.
    • Meets customer needs through developing understandable notices, directives and instructions to improve effective management operations of Publishing; produces external and internal forms and publications which facilitate tax administration and ease of compliance by taxpayers; and supplies media and publishing services to management and employees.
    • Provides technical oversight of the publishing and distribution segments and related activities.
    • Independently or as a leader of a group, develops recommendations or conclusions on matter or proposals submitted to the Division for approval, decision, review or other consideration. Recommendations or conclusions are usually developed through detailed study and analysis of the technical proposals or problems presented, and require consideration of IRS and Federal Government policies, current and expected technologies, current and planned strategic commitments, and other relevant factors. These recommendations are well conceived and mature, constituting completed staff action.
    • Serves as the Publishing Division's special representative in top level councils and advisory committees addressing strategies and initiatives which involve publishing and information dissemination issues.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.     SPECIALIZED EXPERIENCE:GS-14 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:Experience with Adobe Experience Manager (AEM) Forms Designer for the adaptive forms design process to develop, design, and implement forms modernization including contract management; Experience creating digital and adaptive form using AEM Forms Designer and JavaScripting ; Experience developing accessible, dynamic, interactive forms and xdp form templates; Experience with interactive 2D barcodes when used in data collection; Experience using Policies and performed work on projects related to Information and Publishing systems; Experience in electronic publishing; Experience analyzing and evaluating measures from metrics, finance, and published material data for customers or stakeholders; Experience with project management and interpreting personnel policies in order to apply them; Experience with oral and written communication given to upper management or executives; Experience in negotiating and resolving conflict; Experience analyzing, coordinating and implementing content management or publishing electronic workflow system.
