Digital Collection Librarian maintains a library's digital collection of books, serials, documents, audiovisuals, or other materials, and assists groups and individuals in locating, obtaining and using materials. Trains others in the creation or preservation of digital resources and the use of the library's digital system(s). Being a Digital Collection Librarian is responsible for the library's open source projects and procures licenses for digital content. Interacts with IT staff in selecting/developing, implementing and maintaining the library's technical infrastructure. Additionally, Digital Collection Librarian requires a master's degree in library science from an ALA-accredited school in a related field. Typically reports to a director. The Digital Collection Librarian manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     • Recommends and establishes the scope and extent of programs and services to be offered;

    • Serves as the expert in searching highly specialized biomedical, nursing and allied health and health management, databases and the internet;
    • Carries out complex searches providing accurate and reliable information that informs clinical and management decisions, provides context for research efforts and encourages the self-directed learning of staff;
    • Applies expertise to searching multiple health-related databases including, but not limited to, MEDLINE, CINAHL, PsycInfo, Cochrane Library, UpToDate, as well as databases in affiliated fields such as business and the social sciences;
    • Utilizes expertise in a wide range of information sources, including sources that are non-standard resources in general hospital libraries, in order to comprehensively answer varied and complex comprehensive reference questions;
    • Trains librarians and ensures the highest standards of service;
    • Develops and maintains a robust clinical librarianship program;
    • Develops effective and efficient instruction interventions (one on one, small group, webinars, etc.) with particular emphasis on developing user-centered strategies for educating clinical staff in the use of numerous health-related databases;
    • Manages online knowledge-based resources;
    • Ensures the development of a comprehensive, high quality library collection (monographs, journals, audiovisuals, etc.) that is broad in scope and penetrating in coverage to meet the information needs of staff, students, researchers and patients;
    • Ensures state-of-the-art policies and procedures pertaining to the cataloging and classification of highly technical medical materials collections;
    • Consistently communicates and treats customers (patients, visitors, volunteers, students and all medical center staff) in a courteous, tactful and respectful manner;
    • Handles conflict and problems in dealing with the customer constructively and appropriately; and
    • Performs other related duties as assigned.

    In order to qualify for this position, all applicants must meet one of the basic requirements below:

    1)Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.     To qualify for this position at the GS-12 grade level, you must meet the following requirement:

    GS-12 Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian, and that is typically in or related to the work of the position to be filled. Specialized experience includes performing, analyzing or directing one or more of the functional areas of a library; understanding the structure of the scientific/technical/medical (STM) publishing industry; managing library collections; providing reference services; managing educational databases; participating in local, regional, and national information networks; and, conducting searches and advising staff on the development of search strategies in connection with their research and clinical practice.
