  • Duties

    The Disaster Services Specialist facilitates the Agency's disaster preparedness, response, recovery, and mitigation programming. Serves as an on-site coordinator for the Agency's response to Federal, state and local emergency situations. As part of the Disaster Services Unit (DSU), the incumbent coordinates and supports program initiatives and activities. Primary duties include:

    • Participates in the development and execution of policy, procedures, and strategies to ensure the Agency's overall emergency preparedness to include mitigation, response, and recovery.
    • Supports the design and implementation of operating mechanisms, reporting procedures and outreach.
    • Responsible for implementing the application, selection, and training processes for the Agency's Disaster Cadre.
    • Collaborates with FEMA representatives to facilitate the efficient execution of the FEMA Mission Assignment process.
    • Works in conjunction with Agency program staff to orchestrate the Agency's cross-program preparation, mitigation, response, and long term disaster recovery efforts.
    • Coordinates efforts with various Corporation offices to include, External Affairs, Government Affairs, Senior Management, and others regarding Corporation disaster services.
    • Supports external partnerships with Voluntary Organizations Active in Disaster (VOAD's) and other non-profit, Federal, state and local partners.
    • Delivers trainings and presentations to community partners, Agency staff, and other external organizations.
    • Supports the outreach and promotion of the Agency's disaster services related activities.
    • Represents the DSU in internal and external meetings as required.

    Qualifications

    Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to at least the lower-range of the NY-03 pay band, which would be at, or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following:
    1) Working knowledge of emergency/disaster mitigation, response and recovery practices and procedures; and
    2) Coordinating resources that provide support for deployments to disaster sites; and
    3) Evaluating disaster related program effectiveness.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.
