Disaster Recovery Director leads the development of a comprehensive business continuity strategy and programs, plans, and toolsets that support response, develop resiliency, and enable recovery from events that disrupt business operations. Establishes a framework and methodology to manage all business continuity life cycle activities, including risk assessment, business impact analysis, strategy development, implementation, testing and review, plan maintenance and updates. Being a Disaster Recovery Director leads periodic review, validation, and workflow testing of documented business continuity plans. Develops and implements organization-wide training and communications. Additionally, Disaster Recovery Director supports internal audits and regulatory exams of compliance with required regulations. Typically requires a bachelor's degree. May require the Certified Business Continuity Professional (CBCP) or similar BCP certification. Typically reports to top management. The Disaster Recovery Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Disaster Recovery Director typically requires 3+ years of managerial experience. Disaster Recovery Specialist (Temporary One Year)

     The Disaster Recovery Specialist will serve as the primary liaison between the FEMA/State Project Manager for Disaster Recovery 4731 (June 2023 Flood Disaster). The specialist will support the County government through appropriate coordination of department heads to address necessary document requests, project planning, and expenditure information. The Specialist will act on behalf of the County and Stakeholders to support the most efficient and effective means of reimbursement and mitigation funding. This position is considered a temporary contract position with the goal of long-term employment.

    Requirements

     Below are job-related attributes and tasks for this position:

    • Coordinate requests  between Elbert County and FEMA
    • Act as a trusted advocate for Elbert County in navigating disaster recovery funds in the appropriate and most efficient manner. 
    • Facilitate meetings for FEMA, USDA, DOT, and associated programs with appropriate department heads and community stakeholders
    • Documentation compliance officer
    • Detail-oriented and organized      
    • County representative
    • Ability to navigate government grant portals and complete project-related tasks 
    • Present/Co-present processes and status update briefings to County and community recipients in a virtual and/or public forum
    • Provide subject matter guidance on the use of funding in the respective FEMA Public Assistance recovery categories and specific funding use restrictions and application to various projects
    • Advise and maintain awareness of County and community status in the reimbursement, planning, and implementation phase including:
      • Reimbursement status
      • Future project approvals
      • Funding allotment and restrictions
      • Contractor procurement
      • Project design status
      • Associated grant use
    • Manage high levels of information (inflow/outflow) between County Govt and FEMA
