Disaster Recovery Director leads the development of a comprehensive business continuity strategy and programs, plans, and toolsets that support response, develop resiliency, and enable recovery from events that disrupt business operations. Establishes a framework and methodology to manage all business continuity life cycle activities, including risk assessment, business impact analysis, strategy development, implementation, testing and review, plan maintenance and updates. Being a Disaster Recovery Director leads periodic review, validation, and workflow testing of documented business continuity plans. Develops and implements organization-wide training and communications. Additionally, Disaster Recovery Director supports internal audits and regulatory exams of compliance with required regulations. Typically requires a bachelor's degree. May require the Certified Business Continuity Professional (CBCP) or similar BCP certification. Typically reports to top management. The Disaster Recovery Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Job Summary
    Plans, directs, manages, evaluates, and monitors the division’s emergency disaster services program for preparedness, response, and recovery; develops, organizes and implements strategic plans for all disaster service training, and the establishment of supply, distribution and warehousing networks; maintains current information on disaster service resource levels including personnel, equipment and supplies; researches, recommends and implements effective communication and software systems to ensure the effective logistical success of disaster services; serves as an informational resource to the divisional leadership and disaster services staff; serves as liaison to local and state emergency management agencies and state Voluntary Organizations Active in Disaster (VOAD); and keeps the divisional administration up-to-date and involved during disasters.
    Knowledge, Skills, and Abilities
    Manages the total divisional emergency disaster services program through the preparedness, response, and recovery phases of the emergency management cycle; maintains awareness of current events and changes within the emergency management profession, including new response options and operational procedures; selects and recommends strategic plans and improvements to increase overall effectiveness of disaster response services within the divisional and throughout the territory.
    Advises divisional leadership on changes and issues within the emergency management field that impact The Salvation Army and provides technical guidance on disaster-related issues; develops relationships with other divisional department heads (public information, development, social services) to provide support during major disaster events; trains divisional personnel in disaster roles as appropriate; assists divisional leadership in developing a Policy Group during a disaster operation that can provide overall direction, support, and allocate resources to field units responding to a disaster event.
    Develops and maintains standard operating procedures for disaster operations; evaluates effectiveness of established procedures during times of disaster and implements immediate improvements when necessary to meet changing professional standards and the needs of disaster victims.
    Oversees divisional disaster response capacity; monitors developing disaster situations and takes appropriate preparedness actions; ensures local response to disaster events is initiated within two to four hours of the occurrence; provides support and technical guidance to disaster affected areas; mobilizes divisional resources and coordinates the deployment of additional divisional assets to an affected area if the local units is unable to handle the response without support.; troubleshoots operational, logistics, and personnel problems; visits disaster sites as necessary for first-hand damage assessment and to determine the extent and time projections for disaster services.
    Oversees the maintenance of disaster equipment within the division; maintains an updated list of all disaster equipment within the division, including mobile canteens and kitchens, generators, satellite phones, et cetera; conducts or coordinates an annual inspection of canteens and other disaster equipment; reports the condition of the inspected to the divisional administration on an annual basis; monitors the overall condition of disaster equipment, supervising repairs and developing a replacement rotation for older units; maintains records on all disaster equipment, including titles, tag numbers; insurance data, serial numbers, and user manuals.
    Trained within the Incident Command System (ICS); serves within the ICS structure as a senior manager (Officer/Chief or higher).
    Maintains updated list/database of divisional personnel (officers, employees, and volunteers) available for major disasters; identifies and utilizes disaster workers according to ICS functions according to experience, training, and specialized skills; identifies a cadre of divisional Incident Commanders, capable of administering major disaster operations; identifies a primary and back-up divisional ICS team to respond to a major disaster event within the division; identifies ICS functions with insufficient trained staff and seeks to augment those functions through recruitment and training. .
    Serves as liaison to the divisional disaster coordinators as well as those from other territories; monitors territorial procedures to ensure joint efforts are well orchestrated to achieve maximum level of service and efficiency; responds to divisional inquiries; reviews statistics and reports and provides recommendations for administrative approval.

    Serves as the primary interagency liaison for the division on disaster-related issues; maintains active relationships with state emergency management; ensures The Salvation Army is represented in the State Emergency Operations Center(s) during a disaster and that The Salvation Army is appropriately mentioned within state Emergency Operations Plans (EOPs); attains knowledge of all laws and operational procedures relative to state emergency operations; interfaces with local and state government officials to represent and explain The Salvation Army’s role in disaster response.
    Is an active member of the state Voluntary Organizations Active in Disaster (VOAD); liaisons with other church, charity, and voluntary agencies within the state; offers support and shares information with the goal of obtaining mutual success in meeting disaster relief needs; regularly attends VOAD meetings; establishes cooperative agreements.
    Supports redundant communication systems within the division to be used by response teams and ensure communications (voice and data) can be maintained during a disaster event; communications systems may include cellular, satellite, and amateur radio systems including promotion of the SATERN (Salvation Army Team Emergency Radio Network) program.
    Processes requisitions through the appropriate board for disaster equipment, supplies and other disaster equipment.
    Monitors on-site inventories of divisional disaster supplies for items such as disaster cups, shirts, Cambros®, et cetera; recommends disaster equipment and supplies to stockpile; establishes relations with appropriate venders to support logistical needs for divisional disaster response.
    Participates in councils, conferences, seminars and training courses provided by both The Salvation Army and other agencies; participates annually in state emergency management conferences; participates in at least one national disaster conference (such as the National Hurricane Conference, Annual VOAD conference, or IAEM conference) per year.
    Liaisons with the territorial disaster coordinator; participates in the annual territorial disaster committee meeting; during a disaster event, provides regular and timely updates of Salvation Army activities, including statistics and situation reports; keeps Territorial Headquarters apprised of all disaster activity.
    When requested by THQ, coordinates the deployment of divisional disaster personnel to other divisions/territories affected by a major disaster event.
    Provides updates to divisional public information staff to formulate news release and media information.
    Coordinates with local and divisional social services personnel on issues related to emergency assistance and case management processes. Advises divisional leadership in planning long-term recovery operations and coordinates with other disciplines involved in long-term services. Guides transition from response to recovery phase during a disaster operation.
    Oversees divisional disaster training; qualifies as certified Salvation Army disaster trainer; develops a cadre of certified divisional disaster trainers; conducts at least four certified disaster training classes per year and/or hosts an annual divisional disaster conference; follows procedures to report and register all certified disaster training classes; support disaster training offered at local Salvation Army units.
    Receives and responds to routine correspondence relating to disaster services.
    Social Services liaison with Federal, State, County and City/Community social service directors/staff, as well as Salvation Army staff and field units; providing consultation to appropriate parties, as well as providing assistance, when called upon by supervisor, to assist with special assignments/projects in the social services department.
    Conducts special projects as assigned by the Divisional Secretary and/or the divisional administration.
    Knowledge of the principles and practices of emergency management.
    Knowledge of the principles and practices of general office management.
    Knowledge of the operation and capabilities of computers.
    Skill in researching, compiling, and summarizing a variety of informational, technical and financial data and materials.
    Skill in preparing clear and concise reports, correspondence and other written materials.
    Skill in organizing work, setting priorities, meeting critical deadlines, and following-up assignments with a minimum of direction.
    Skill in planning, organizing, assigning, directing, reviewing, and evaluating the work of staff and/or volunteers.
    Ability to apply logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures, and protocols.
    Ability to build and maintain professional working relationships with employees in the field, outside vendors, and members of other disaster services organizations.
    Performs other related work as required.

    Education and Experience
    Bachelor's degree from an accredited college or university, qualification and/or pursuit of Certified Emergency Manager (CEM) encouraged,
    AND
    Two years' experience in emergency management or a related field,
    OR
    Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
    Physical Requirements/Working Conditions

    Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
    When work is performed in conjunction with disaster relief efforts, there is exposure to extremes in weather, living conditions without modern conveniences and possible exposure to infectious disease and dealing with human suffering associated with disasters.
    Disaster work is often unpredictable and can require travel for extended periods of time with little or no notice. Disaster work may require service on weekends or holidays.
