GENERAL MANAGER
DESCRIPTION
The General Manager is appointed by and reports to the elected five-member Board of Directors. The General
Manager is the Chief Executive Officer and has full charge and control of all District activities subject to adopted resolutions, ordinances, policies, and contracts. The General Manager provides leadership in all
District activities including long-range planning, budgeting, and financial oversight.
The result of the General Manager and the Board of Directors both executing their responsibilities at a high level will be that the District’s performance, quality, and service will be what most people expect in a well- run business. This is an exempt position, and the General Manager serves at the will of the Board of Directors.
JOB SUMMARY
Administers and directs the overall activities and operations of the District in accordance with policy direction by the Board of Directors of the Olympic Valley Public Service District.
EXAMPLES OF DUTIES AND RESPONSIBILITIES

1. Understands the importance of collaboration, communication, and support in a small team setting. Works cooperatively with others. Provides positive leadership and direction to internal and interdepartmental team members.
2. Has power to employ and discharge all employees, department heads and assistants, and consultants other than the District Board Secretary (who is appointed by the Board of Directors), prescribe the duties and fix compensation for all employees, and acts as chief negotiator with recognized employee organizations.
3. Provides leadership to plan, prioritize, supervise, and coordinate the District’s work plan and the work of all personnel, through subordinate level managers; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; allocates resources accordingly.

5. Manages project teams comprised of other employees, external consultants/contractors, and members of the public.
6. Addresses and participates in creative solutions for all issues related to the Operations, Fire, Administration, and Engineering Departments, and general District activities.
7. Proactively seeks creative and cost-effective solutions for delivery of District programs and services including securing grant funding and developing new revenue sources.
8. Leads the development and implementation of District Strategic Plans, Master Plans, Policies, Procedures, Standards, Goals and Objectives.
9. Prepares and submits to the Board of Directors plans, programs, and budgets required to accomplish the goals and objectives of the District.
10. Possesses full knowledge of all District plans, programs, budgets, policies, and activities.
11. Develops and enforces District ordinances, rules, regulations, and policies.
12. Acts as District representative with respect to all services provided with complete authority to transmit instructions, receive information, interpret, and define District policies and decisions.
13. Oversees the District’s Asset Replacement Program, execution of the Capital Improvement Projects, and achievement of the District’s budget goals.
14. Reads, writes, develops, understands, interprets, complies with, and communicates legal documents and agreements including development, software procurement and service, professional consulting service, and labor agreements; bid documents; construction contracts; and District Codes, Technical Specifications, resolutions, and policies.
15. Responsible for keeping the Board of Directors informed on a timely basis of all matters of concern relating to the District’s operations and future.
16. Prepares and submits monthly activity reports to the Board of Directors.
17. Represents the District with local, city, county, state, and federal governments and represents the
Board’s direction with community groups, homeowner’s associations and in internal and external meetings. Organize, plan, and present to constituents with or without advance notice.
18. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of wastewater, water, fire protection, and other areas of municipal utilities.
19. Keeps up to date on emerging regulations, and implements regulatory changes as needed.
20. Possesses a working knowledge of and can interpret the Brown Act, California Water Code, Government Code, and other special district law.
21. Provides excellent customer service to internal and external customers and business partners. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
22. Interact and collaborate with staff members, the Board, and the public on proposed development, development agreements, construction projects, and other matters of mutual interest, concern or need.
23. Serves as Treasurer and Assistant Board Secretary.
24. Assists in multiple roles with the District Engineer, Finance and Administration Manager, Board
Secretary, Operations Manager, and Fire Chief. Responsible for the work of managerial staff during their absence, as needed.
25. Exercise foresight and initiative in proactive risk management and loss prevention.

27. Maintains regular attendance and adheres to prescribed work schedule to conduct job responsibilities and provide an example to all staff.

EDUCATION AND EXPERIENCE
Employment standards are set by the Board of Directors to ensure a combination equivalent to education and experience that will provide the knowledge and skills required to fill the position.
Equivalent to a bachelor’s degree from an accredited college or university with major course work in business or public administration, engineering, or a related field. Advanced degree or licensure in relevant field of work is preferred (i.e., MPA, PE, MBA, CPA, etc.). Minimum of six (6) years of progressively responsible experience in an administrative, managerial or staff capacity in public or private employment involving the responsibility for leadership, planning, organization, implementation, and supervision of varied work programs. At least four (4) years should be at the middle management level or higher. Knowledge of municipal public works, the operation of sewer and water systems and administration of fire protection services is preferred.
LICENSE AND CERTIFICATES
Possession of a valid Driver's License, acceptable by and in good standing with the State of California or
Nevada.
PHYSICAL WORKING CONDITIONS
Ability to function in a typical office environment. The employee frequently is required to stand, walk, sit, and use a keyboard. The employee is occasionally required to reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 50 pounds and tolerate adverse weather conditions. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
