Finance Clerk I - Clerk A/P
  • Charlotte County, Clerk of the Circuit Court and County Comptroller
  • Port Charlotte, FL FULL_TIME
  • This position is an entry level position responsible for the recording, processing, auditing and reconciliation of accounts payable financial data for the Clerk of the Circuit Court.  Must be able to work independently with a strong emphasis on providing excellent communication and customer service to both the Clerk staff and vendors.   Accounts Payable experience preferred.

    • Maintains accounts payable files by accurately placing documentation such as invoices, vouchers, bills, correspondence, purchase orders, completed forms, copies or any other pertinent records into the financial software imaging application and Comptroller network files.

      •    Completes various forms, internal and external reports, memos, records, and miscellaneous correspondence including IRS filings for the tax withholdings of foreign persons in a tax deed sale.

      •    Verifies the accuracy of incoming records and reports received such as: invoices, statements, travel vouchers, check requests, purchase orders, etc.  Creates payments for supporting documents. Processes check run.

      •    Track monies collected by the Clerk’s office through Recording and Tax Deeds. Receives and receipts daily transfers and ACH Bank Debits and Credits.  Prepares weekly and monthly journal entries. Prepares reports for various accounts and other entities. 

      •    Issues and manages W-9 forms as well as managing 1099 information.

      •    Verifies the accuracy of outgoing records and reports.

      •    Track retainage pertaining to contract language, where appropriate. 

      •    Assists the public and co-workers by researching records and providing accurate information regarding accounts or explaining various standardized procedures to assure compliance.

      •    Utilizes existing spreadsheets to facilitate efficiency by carrying out duties and responsibilities.

      •    Provides phone and door coverage for department during breaks and/or as assigned.

      •    Additional duties may be assigned that are not noted here.

      •    Works closely with all other members of the Clerk’s operations team to learn all departmental processes, policies and procedures.
      •    Reconciles Unclaimed funds for annual state filings and public notice.



    High school diploma or general education degree (GED); two (2) years clerical and/or bookkeeping experience preferred with emphasis on accounts payable/contracts and/or billing collection systems.  Governmental experience also preferred.  Experience in a computerized financial data system environment preferred with specific knowledge of Excel applications.  Ability to maintain confidentiality.  Excellent computational skills, proficiency with 10-key calculator and accurate typing / keyboard skills.

    LANGUAGE SKILLS  - Ability to read and comprehend simple instructions, short correspondence, and memos.  Ability to write and email simple correspondence.  Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

     MATHEMATICAL SKILLS - Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

     REASONING ABILITY - Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to deal with problems involving several concrete variables in standardized situations.

    Accountability - Although the majority of employee's output is verified or reviewed by senior finance personnel, an error or loss could be damaging.

    Decision Making - Although the employee has minimal discretion in the performance of job duties and most are performed according to standardized procedures, some decisions could affect the efficiency of financial records.

    Concentration - Continuous concentration is required during the inputting and verifying of financial data.

    Confidentiality - Employees may have access to confidential information and documents and will be expected to maintain privacy.

    Cooperation - Employees must cooperate effectively with the public and provide accurate information and/or assistance courteously and tactfully.

    CERTIFICATES, LICENSES, REGISTRATIONS - A valid Florida Driver's License or Florida identification is required for the hiring process.
