Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.   • General Summary:   This is an entry-level manager position for learning how to manage and direct the operations of an assigned crew in a safe, efficient, and cost-effective manner.

    Positions reporting to this position:  Operators and laborers

    Duties and Responsibilities:

    • Knows and adheres to company policies, procedures, practices, rules, and guidelines.
    • Knows and monitors safety procedures of the division.
    • Develop and implement a plan to clean up derailed railroad cars, engines, environmental remediation, or other projects using materials, machines, and employees efficiently.
    • Supervises crews to and from the job site and works at the job site in the shop, including the use of tools and equipment
    • Administers and oversees employee training, coaching, development plans, employee discipline programs, and collective bargaining agreements.
    • Assigns and delegates duties to employees inspects work to ensure it meets or exceeds standards, and supervises cleaning of equipment.
    • Schedules and implements maintenance and repair of field equipment and division facility.
    • Schedules and coordinates with division personnel to meet customer demands; ensures jobs can be backfilled with trained personnel as needed.
    • Assists in hiring, training, supervising, evaluating performance, and counseling division staff.  Ensures proper orientation of staff into the organization
    • Ensures timely information flow to managers and corporate office and completion of administrative requirements
    • Assists Division Manager in developing and executing policies and procedures
    • Develops business relationships and interfaces with the Sales and Marketing Department, participating in activities to expand business opportunities
    • Assists with the analysis, computation, and presentation of bids
    • Performs other incidental and related duties as required.

    JOB QUALIFICATIONS (refers to job, not incumbent):

    Educational Requirements: High School graduate or equivalent

    Preferred Education:  Associate’s Degree or equivalent experience

    Required Certification/Licensure: (Environmental divisions)

    O.S.H.A. 1910.120, Safety Rules, Policy and Practices, Final Rule under subpart H of the Code of Federal Regulations - protection requirement for workers engaged in hazardous waste operations, including emergency response to hazardous substance incidents involving the handling, processing, and transporting of hazardous substances.

    Required:  (All Divisions) CDL Class A valid driver's license.  Extensive knowledge of the State permit requirements and procedures. HAZMAT, TTCI Tank Car Course, CPR, first-aid, Industrial Safety Management, and additional certifications may be required for environmental services.

    Experience Requirements:

    One or more years of related experience in supervising heavy mechanical equipment and field operations, including administrative, wrecking/derailment or environmental remediation, mechanical, safety, and leadership experience in the railroad or environmental industry.  One or more years of experience operating heavy mechanical equipment is preferred.

    Knowledge/ Skills: (qualify the level of skill required for this role:  entry, intermediate, advanced)

    Entry-level ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables and work with basic mathematical concepts; intermediate ability to effectively communicate technical information to all types of people, both verbally and in writing; good communication, decision-making, analytical, problem-solving and interpersonal skills

    • Knowledge of railcar derailment operations
    • Knowledge of railcar loading and tie-down operations
    • Knowledge of heavy equipment operation and maintenance
    • Knowledge of DOT driver's logs and compliance

    Physical Demands:  Must be able to lift/carry materials up to 100 lbs. 

    Travel:  Subject to long, irregular hours and 24-hour on-call availability. 

    • Must be able to travel 75% of the time. 
    • Driving for extended periods. 
    • On call 24/7 unless scheduled for time off.

     Working Conditions:

    Indoor and external working environments.  Regularly exposed to noisy, loud environments; moving mechanical parts; high, precarious places; and outside weather conditions.  Some exposure to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, explosives, risk of radiation, and vibration
