Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • EXAMPLES OF DUTIES:

    Under direction of the Finance Manager:

    • Coordinate all aspects of budget development within the department and between divisions or programs.
    • Liaise with department leadership and staff to compile and analyze documentation regarding revenue, spending levels, or staffing requirements.
    • Participate in identifying and documenting programs' current service levels.
    • Developing documentation for budget adjustment requests.
    • Perform financial analysis of fiscal activities for the development and ongoing monitoring of the budget.
    • Assist in developing program definitions, goals, and performance measures.
    • Assist in strategic planning activities with departmental staff in conjunction with elected officials' goals, priorities, and policies.
    • Develop and maintain databases, spreadsheets, and related management systems for budget development and administration.
    • Perform financial forecasting and prepare budget-related projections.
    • Perform cost control and containment analysis; monitor program delivery, expenditure, and revenue reports and take corrective action.
    • Conduct fund balancing and reconciliation efforts.
    • Prepare and present complex reports and analyses; provide information and training on financial management, planning, budgets, expenditures, and revenue forecasting.
    • Conduct research related to departmental, divisional, and program budget and finance matters; perform financial analysis and make recommendations; develop forms and systems; assist in identifying financial system problems.
    • Participate in regular check-ins and proactively communicate progress and issues with leadership.
    • Perform other duties as assigned.

     

    Systems used are the County’s Budget Development Tool (BDT) and Cayenta, with proficiency in excel.

    • Experience as a governmental budget analyst is preferred/desirable
    • Highly organized
    • Ability to juggle competing priorities and multiple sources of data
    • Familiar with working with ambiguity in a fast pace environment.

    SKILLS, KNOWLEDGE AND ABILITIES 

    • Washington State Budgeting, Accounting and Reporting System
    • The principles and practices of budgeting and financial management as applied to public jurisdictions
    • Governmental Generally Accepted Accounting Principles and Governmental Accounting Standards Board (GASB)
    • Capital and operating budget procedures
    • Federal, state and local laws, rules and regulations governing public sector budget preparation and the administration with particular emphasis on the State of Washington B.A.R.S. Act
    • Federal, state and local awards and grant funding practices
    • Oral and written communication skills
    • Personal computer skills in the areas of spreadsheets, word processing, data base and graphics 

    Ability to: 

    • Interpret administrative directives and use initiative and sound judgment in applying same to work situation
    • Establish and maintain effective work relationships with elected officials, department heads, associates, subordinates, and with the general public
    • Gather, analyze, synthesize and evaluate a variety of data including statistical data
    • Assess the potential impact of social and economic trends on county/health department programs
    • Assess and effectively present the relative advantages and disadvantages of alternative courses of action 
    • Analyze and effectively present revenue and expenditure data and take effective action to resolve problems
    • Analyze and effectively present and evaluate the economic, political and social impact and consequences of administrative policies and actions
    • Effectively coordinate and work with other employees
    • Communicate clearly and effectively, both orally and in writing
    • Provide strong customer service ethic and the ability to listen to other departments and respond to their needs
    • Be an effective team member

    EDUCATION AND EXPERIENCE

    A Bachelor's degree with a major in Accounting, Finance, Business Management, Public Administration or related field.

    Four years of experience in progressively responsible professional government accounting and auditing experience. OR, the equivalent combination of relevant education, training and experience may be substituted. A CPA is desirable but is not required.

    Possession of valid Washington State Driver's License.
