Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. A Budget Manager job is available with the City of Fort Worth FWLab. The FWLab is a new initiative commissioned by City Manager David Cooke in February 2023 in support of Fort Worth's organizational values and to make government better. The work undertaken by the FWLab advances the City's Vision to "be the most livable and best managed city in the country" through building organizational capacity to explore, analyze and learn from data that is discoverable via existing and new municipal system and components. Specific systems or components of the FWLab include priority-based budgeting, data analytics and management, comprehensive planning, strategic infrastructure planning, bond program coordination, operational assessments/internal consulting, strategic foresight or futurist studies, departmental strategic planning (FWStat) and Lean Six Sigma.
The Budget Manager position will manage the team of analysts responsible for development and management of the City’s operating budget. This position reports to the Assistant Finance Director in the FWLab. The ideal candidate will embody the FWLab’s values of curious learning, collaborative thought partnership, and defense of the tax payers in the City of Fort Worth. The right individual will build relationships among the managers in the FWLab and across the City in order to increase opportunities for collaboration and integration of the FWLab’s different divisions.
