Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. Assistant Division Manager Operations - Wastewater

  • Performs difficult, skilled technical and administrative work assisting with the management of the operations of the wastewater treatment division, including management of the wastewater treatment plant operations and residuals management program; does related work as required. Work is performed under the general direction of the Division Manager of Wastewater Treatment. Continuous supervision is exercised over the assigned staff.The following job functions are normal for this position.  These are not to be construed as exclusive or all-inclusive.  To perform this job successfully, an individual must be able to perform each function satisfactorily.  Other job functions and duties may be required as assigned.   Percentages for each function are subject to fluctuations.


    Assures proper maintenance and operation of equipment and facilities under supervision;

    Provides technical support and advises Manager WWTD regarding treatment applications to improve efficiency and effectiveness of operations;

    Analyzes data to evaluate operations and determine process changes;
    15%
    Oversees staff in operations and residuals management; Performs as a liaison for the City between federal, state, and local agencies; Oversees the preparation of a variety of mandatory reports required by federal and state agencies; Assures adherence to City's safety policies and applicable safe work requirements

    Develops procedures for activities under supervision; Maintains inventories and requisitions for supplies and equipment; Tracks expenditures for performance measurements and for preparation of future budget requests for areas under supervision;

    Coordinates development and implementation of contracts/agreements for professional and contracted services; Assures proper monitoring and testing; Oversees and manages relationships with contractors; Plans and assigns daily work schedules for subordinates; Maintains a safe work area; Prepares technical and special reports;

    • Thorough knowledge of wastewater treatment plant operations and bio-solids land application
    • Ability to interpret and evaluate data and determine appropriate actions based upon that data
    • Ability to prepare clear and accurate scientific reports and presentations, including suitable graphic representations
    • Ability to work effectively with others on a professional level; ability to plan and organize the work of subordinates
    Education/Experience:
    Graduation from an accredited college or university with a Bachelor's degree in biology, chemistry, or related field and considerable experience in the field of wastewater treatment including moderate supervisory experience, or equivalent combination of education and experience.


    Physical Demands:
    1. The physical activity of this position includes:
    • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.
    • Balancing: Maintaining body equilibrium to prevent falling when walking, standing or couching on narrow, slippery or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
    • Stooping: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
    • Kneeling: Bending legs at knee to come to a rest on knee or knees.
    • Crouching: Bending the body downward and forward by bending leg and spine.
    • Crawling: Moving about on hands and knees or hands and feet.
    • Reaching: Extending hand(s) and arm(s) in any direction.
    • Standing: Particularly for sustained periods of time.
    • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
    • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
    • Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.
    • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.
    • Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
    • Grasping: Applying pressure to an object with the fingers and palm.
    • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of the fingertips.
    • Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
    • Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
    • Repetitive Motions: Substantial movements (motions) of the wrists, hands and/or fingers.
    2. The physical requirements of this position
    • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Office Environment Work and the worker sits most of the time, the job is rated for Light Work.

    • The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.
    • The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
    • The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors dusts, mists, gases, or poor ventilation.


    Special Requirements/Additional Information:
    • Possession of one of the following upon hire: NC of NC Wastewater Treatment Plant Operator Grade IV, NC Land Application Operator, NC Wastewater Laboratory Analyst Class IV, or NC Pretreatment Program Specialist Grade III certification; must obtain a second certification in one of these areas within 2 years.
      NIMS 100, 200, 300, 400, and 700 training within twelve months of hire.
