Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. Records Division Manager

  • Under general direction, serves as the records custodian of the Paducah Police Department. Supervises and directs records and evidence personnel in the management, maintenance, collection and dissemination of documents, records and items of evidentiary nature. 
    • Responsible for the management and supervision of the Law Enforcement Records Management System (LERMS) and crime reporting databases.
    • Provides direction and assistance to Records and Evidence Unit personnel.
    • Responsible for managing crime reporting and criminal justice databases to include, but not limited to, KYOPS, CourtNet, E-Warrants, Etc. 
    • Responsible for ensuring quality customer service is provided by Records and Evidence Unit personnel. 
    • Coordinates appropriate departmental communications and documentation.
    • Prepares budget requests related to the purchase of materials and supplies for the Records and Evidence Unit. 
    • Ensures warrants and summons are properly processed and, when appropriate, entered in NCIC and extradition documentation completed.
    • Responsible for establishing and maintaining records to provide data for supervisory inspection and control, and submitting written reports or summaries as required.
    • Serves as the court liaison. To include, but not limited to, the distribution of subpoenas, court documents, trial evidence and documentation, to and from the office of the court. 
    • Processes and maintains Worker’s Compensation files.
    • Processes requests for Contractual Off-Duty Employment, schedules officers for these assignments and handles billing procedures.
    • Coordinates and ensures the training of employees of the records and evidence unit to maintain compliance with current laws, policies and best practices. 
    • Evaluates and documents subordinates’ work performance while providing correction and disciplinary action as needed. 
    • Oversees building maintenance issues.
    • Coordinates extraditions and prisoner transports.
    • Maintains personal understanding of processes and responsibilities of all records and evidence unit personnel.  
    • Evaluates and recommends changes within the Records and Evidence Unit to ensure current, legal and best practices are being carried out. 
    • Preparation and tracking of financial documents pertaining to evidence. 
    • Maintaining and updating evidence and records policy and standard operating procedures. 
    • Performs other duties as required or assigned.
    Completion of Bachelor’s degree and five years supervisory experience in a field related to law enforcement, business or public administration, supplemented with training and/or experience in evidence and records handling and storage; and/or the equivalent combination of training, education and experience. 
    • Knowledge of departmental policies and procedures and supervisory practices and procedures. 
    • Ability to prepare and maintain accurate reports and records from databases within the Records and Evidence Unit.
    • Develop and maintain working relationships with associates, supervisors and the general public. 
    • Ability to achieve and maintain evidence certification. 
    • Effective written and oral communication skills and abilities. 
    • Computer literacy, to include familiarity with common word processing applications, knowledge of or ability to learn Microsoft 365 business suite to include spreadsheets, word documents and basic accounting software.
    • Ability to operate a motor vehicle.   
    PHYSICAL REQUIREMENTS:
    Must maintain the physical ability to successfully pass the Essential Job Function test for the position.
