Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     The purpose of this position is to oversee the financial management functions of Knox County Grants and Community Development

    Essential Functions

    The Budget Manager is responsible for the following essential functions:

    • Manage the department’s annual budget development process and assist in the creation of complicated budget requests and expenditure plans that include local, State, and Federal funding sources.
    • Monitor and manage department budget and State and Federal grant budgets.
    • Provide reports and updates to the Senior Director and Chief Administrative Officer on fiscal status of the department.
    • Ensure all departmental accounts are up to date and accurate and provide line-item transfer and/or budget update information to Finance Department.
    • Oversee the reconciliation of credit card transactions and ensure supporting documentation is obtained. Coordinate with Finance on requests for new and replacement cards, limit adjustments, and training for departmental personnel.
    • Oversee and monitor all revenue of the department to ensure funds are posted accurately and in compliance with departmental and County policies.
    • Monitor status and produce reports on local, State, or Federal funds maintained or invested for future administration of programs.
    • Produce and distribute a variety of financial reports required for the administration and reporting of programs and projects supported with local, State, and/or Federal funds
    • Respond to and report immediately if called upon by local, regional, or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office.
    • Ensure regular, punctual attendance during scheduled work hours.
    • Perform other duties as required.

    Minimum Training & Qualifications

    • Bachelor’s degree, Master's preferred in Accounting or Finance, or related field.
    • Minimum of five years’ experience as budget analyst, financial analyst, or business accountant including progressive experience with accounting software and Excel, including pivot table and advanced tools and formulas. (MUNIS experience a plus).

    Specialized Knowledge

    Experience managing federal grant funds

    Competencies

    • Ability to make public presentations to sub-grantees, applicants, and other audiences.
    • Excellent organizational skills and high attention to detail
    • Proficient in use of PCs, tablets, smartphones, and other electronic devices
    • Proficient in Microsoft Office applications
    • Ability to work cooperatively as a member of a team
