Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • This position assists the Finance Department with budget development & monitoring. This position works under the supervision of the Budget Director. The ideal candidate would have Bachelor’s Degree in Accounting, Finance or a related field. An ideal candidate would be able to perform detailed work accurately and independently and possess the time management skills to prioritize duties with a high volume of work that constantly changes in priority.    
    • Assists with revenue forecasting, develops annual financial and economic trend data. 
    • Monitors overall revenue and expenditures throughout the fiscal year for compliance with budget projections. 
    • Analyzes monthly department budget reports and advises Budget Director of potential problems. 
    • Researches, analyzes and evaluates budget overages. 
    • Assists with compiling budget data for preparation of the City’s budget. 
    • Assists in the preparation of the City’s annual budget book.
    • Provides support assistance to departments with grants and monitors grant activities for compliance with guidelines. 
    • Completes paperwork for debt service payments & ensures all payments are made in accordance with the City’s debt service schedule. 
    • Provides assistance in the implementation of new budget & accounting standards.  
    • Provides support to the Budget Director and other duties as assigned.
    • Renders direct support to the Finance Director in the absence of the Budget Director.
    Minimum Education and Experience:
    • Bachelor’s degree in Accounting, Finance or a related field.
    • At least 2 years of budget and/or accounting experience. Government experience preferred.  

    Knowledge:
    • Knowledge of budget processing
    • Knowledge of budget monitoring 
    • Knowledge of principles, methods and practices of accounting (GAAP)
    • Knowledge of debt service 
    • Thorough knowledge of data processing applications and procedures
    • Comprehensive knowledge of Microsoft applications (Excel, Word & PowerPoint)
    • Knowledge of federal, state, and local laws, policies & ordinances related to fiscal operations.

    • Ability to apply knowledge of accounting standards and budgeting practices.
    • Ability to research, analyze and reconcile financial data.
    • Ability to prepare, file and maintain clear and accurate financial records and reports.
    • Ability to make calculations and review fiscal and related documents accurately and rapidly.
    • Ability to utilize automated accounting systems.
    • Ability to communicate effectively, both orally and in writing.
    • Ability to understand and carry out written and oral instructions;
    • Ability to establish and maintain effective working relationships with other employees, City officials & others encountered in the course of work.
    • Ability to operate a computer, calculator and other standard office equipment; use accounting, spreadsheet and word processing software programs.
    • Ability to organize and prioritize work in order to meet deadlines.
    • Ability to interpret, apply and reach sound decisions in accordance with laws, rules, regulations and department procedures.

    Work Environment:
    • Work is primarily performed in an indoor, climate-controlled, pleasant environment.  
    • Employees work under typical office conditions.

    • While performing the duties of this class, employees are regularly required to sit; talk or hear, both in person and by telephone; and use hands repetitively to operate, finger, handle or feel office equipment; and reach with hands and arms. Employees are occasionally required to stand and walk and lift and carry records and documents weighing less than 20 pounds.
