    The Opportunity
    WSDOT is currently seeking a Transportation Engineer 2 (In-Training) to serve as the Materials Documentation Engineer in Shoreline, WA. This position documents and oversees materials compliance for active construction projects. This includes processing Request for Approval of Materials (RAM), tracking material testing frequencies, and ensuring proper acceptance of all construction materials used in a construction project. This position contributes to the organizational mission by ensuring all materials are approved and accepted prior to being incorporated into a construction project, and that all sampling, testing, and inspection criteria are met and acceptable for contractor payments.
    Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Engineer 1 or 2 level. The salaries for these classifications are as follows:
      Transportation Engineer 1: $62,596 - $84,117 annually depending on qualifications.
      Transportation Engineer 2: $69,035 - $92,836 annually depending on qualifications.
     
    What to Expect
    Among the varied range of responsibilities held within this role, the Materials Documentation Engineer will:
    • Maintain the Record of Materials (ROM) and the Statistical Analysis of Materials (SAM) programs, as ongoing tracking reports for all materials for design-build and design-bid-build construction projects.
    • Reviews the materials documentation received from the Contractor for conformance to the prescribed criteria using Contract Plans, Contract Provisions, RFP if applicable, Standard Specifications, and Construction Manual. 
    • Reviews and processes the following documents: RAM, Qualified Products List (QPL), and Manufacturer’s Certificate.
    • Communicates and coordinates with HQ State Materials Lab, NWR Region Materials Lab, fabricators, contractors, and subcontractors to resolve materials related inquires or issues.
    • Verifies materials documentation has been accepted in the field to ensure accurate payment estimates. 
    • Utilizes computer applications for various processes (e.g., Microsoft Word, Outlook, Excel, and filesharing software).
    • Provides technical assistance to the Office Engineer’s team and the Lead Inspector’s team.
     
    Qualifications
    This is a Transportation Engineer 2 position. However, the hiring manager reserves the right to fill the position at a TE 1 or TE 2 level (depending on qualifications), providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
     
    To be considered for the TE 1 level, the following are required:
    • A Bachelor’s Degree in civil engineering or structural engineering. 
    OR 
    • Certification as an Engineer -in-Training (EIT)
     
    To be considered for the TE 2 level, the following are required:
    • Certification as an EIT and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1 or equivalent experience in highway construction management, materials testing, or materials documentation. 
    OR 
    • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience in highway construction management, materials testing, or materials documentation. 
    OR 
    • A Master’s degree in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation or a closely related field. 
     
    In addition (applies to both levels): 
    • A valid driver’s license.
     
    It is preferred that qualified candidates also have:
    • Engineer In Training certification (EIT)
    • Fluent using Microsoft Office suite including Excel, Word, and Outlook. 
    • Experience reading and interpreting Contract Plans and Provisions, Contract Plans, Standard Specifications, technical notes, and memorandums. 
    • Understanding and knowledge of field materials acceptance documentation required to verify materials placed by the contractor. 
    • Experience maintaining the ROM database. 
    • Experience using WSDOT programs such as MTP, SAM, Unifier and SharePoint.

    • The salary listed includes the legislative approved 5% salary premium for positions in King County. 
    • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
