    The Water Quality Program within the Department of Ecology is looking to fill a Permit Coordinator and Information Specialist (Environmental Specialist 3) position. This position is located in our Central Region Office (CRO) in Union Gap, WAUpon hire, you must live within a commutable distance from the duty station.

     

    Join us as a key partner in the collective effort to protect the waterways and beautiful communities here in Washington state! In this role, you will provide essential data and administrative support for individual and general permits within the Industrial and Municipal Units of the Water Quality Program. You will utilize existing databases and emerging technology to track, manage, and analyze permitting throughout the Central Region. Collaboration is key as you will work closely with unit staff and engage with regulated entities and the public to develop and manage databases for a dynamic permitting process. You will track engineering projects, permit development, permit submittals, and play an integral role in the public noticing and commenting process of permitting.

    What makes this role unique? 

    You will play a pivotal role supporting both the Industrial and Municipal Units in the Water Quality Program’s Central Region Office. Permits issued by these units are critical to protecting and maintaining water quality, fostering growth in our state, and keeping our communities healthy and thriving! You will build and support databases for complex stormwater and wastewater permitting for this rapidly growing program. You will need the ability to communicate succinctly with a variety of professionals, accurately track permits and key metrics, and utilize a variety of software and databases including emerging technologies. 

     

    What you will do: 
    • Manage the Water Quality (WQ) Central Region Office (CRO) permit project tracking databases, including Permit and Reporting System (PARIS), WQWebPortal, and SharePoint.
    • Perform permit process management duties for National Pollutant Discharge Elimination System (NPDES) permits and State Waste Discharge (SWD) permits, from application inquiry to submission, approval, and issuance. 
    • Peer review draft NPDES and SWD fact sheets and permits for grammar, formatting, accessibility, and content; review and comment on permit summary of submittals, effluent limitations, and testing schedules to ensure consistency and smooth data entry into PARIS.
    • Oversee permit databases and input all permits, discharge monitoring report (DMR) schedules, and periodic submissions of information from permittees and permit applicants.  
    • Serve as the primary contact for WQ CRO public information and permit fee coordination.   
    • Utilize software and tools including Microsoft documents, Geographic Information System (GIS), and new software as available to create visual charts, graphs, and StoryMaps.
    • Assist permitted facilities with WQWebPortal for electronic submission of permit water quality monitoring data, including travel to permitted facilities to meet with public and private entities.
    • Establish clear communication with WQ CRO Industrial Unit and Municipal Unit staff and supervisors for updates, requirements, and status notifications.

    Required Qualifications:


    Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
     

    • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
    • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent


     Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

     

    A total of 6 years of experience and/or education as described below:


    • Experience in environmental analysis or control, or environmental planning.
    • Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or other closely related field.
