    Description

    POSITION PURPOSE:

    The Counselor is responsible to affect a safe, comfortable and supportive environment for the clients participating in the program. The Counselor assists patients adjusting to the program routine. The Counselor documents progress in the medical record and assists the detox patients with all case management actives.

    POSITION REQUIREMENTS/QUALIFICATIONS

    EDUCATION:

    RES, PHP, & IOP: Preferred Bachelors Degree from accredited university or equivalent. Experience may substitute for degree. Minimum of a high school diploma.

    Detox: Bachelors Degree required in related field

    Current (five-years) of no felonies or substance use convictions.

    Must have two-years of continuous sobriety prior to hire, if recovering from a substance use disorder and participate in a self-help program.

    EXPERIENCE:

    At least twelve months experience working in the substance use field.

    Experience delivering lectures on addiction and conducting group sessions.

    Detoxification experience preferred (Detox Counselor Position Only).

    LICENSURE/CERTIFICATION:

    Florida Requirement:

    CRSS certification and above (preferred or willing/able to obtain). CAC, CAP, LMHC, LCSW or Registered Intern with active clear license or certification in good standing. Experience may substitute except where license or certification is required by licensing standards.

    Maine Requirement:

    CMR5 14-118 9.2.1.1 A Licensed Alcohol and Drug Counselor (LADC) or a Certified Alcohol and Drug Counselor (CADC); or CMR5 14-118 9.2.1.2 - a Licensed Clinical Psychologist, a Licensed Clinical Social Worker (LCSW), a Licensed Clinical Professional Counselor (LCPC), or a Licensed Marriage and Family Therapist (LMFT): when any listed in this section [9.2.1.2] has completed one (1) year clinical experience in substance abuse treatment and a minimum of sixty (60) hours of alcohol and drug education within the last five (5) years. Education accepted by the licensing authority includes, but is not limited to, training and continuing education approved by the Maine State Board of Alcohol and Drug Counselors, 2-384 Code of Maine Rules [C.M.R.] Chapters 1-9.CPR certification preferred

    New Jersey Requirement:

    .Each substance abuse counselor shall be either an LCADC or CADC or another licensed health professional doing work of an alcohol and drug counseling nature within their scope of practice. i.A CADC must work under the supervision of an LCADC or another New Jersey licensed clinical professional designated as a qualified clinical supervisor per N.J.A.C. 13:34C-6.2. ii.A CADC cannot diagnose substance abuse. 2.Substance abuse counseling staff without an LCADC or CADC status or who do not possess another New Jersey clinical professional license that includes work of an alcohol or drug counseling nature within their scope of practice shall function as alcohol and drug counselor-interns or credential-interns and shall: i.Be enrolled in a course of study leading to a CADC or LCADC, or another New Jersey clinical professional license that includes work of an alcohol and drug counseling nature within its scope of practice, without regard to changes in N.J.A.C. 10:161A-1.9 employment, with progress towards certification or licensing on file, reviewed by the facility at least semi-annually and documented; and ii.Be trained, evaluated and receive continuing formal clinical supervision by the director of substance abuse counseling or designee, pursuant to the clinical supervision rules of the State health professional licensing board for the course of study in which they are enrolled:

    (1)The State Board of Marriage and Family Therapy Examiners' for licensed marriage and family therapists;

    (2)The State Board of Marriage and Family Therapy Examiners' Professional Counselor Examiners Committee for licensed professional counselors and licensed associate counselors;

    (3)The State Board of Marriage and Family Therapy Examiners Alcohol and Drug Counselor Committee for LCADCs and CADCs;

    (4)The State Board of Psychological Examiners for licensed psychologists; and

    (5)The State Board of Social Work Examiners for licensed clinical social workers and licensed social workers.

    (b)Counseling staff employed in a residential substance use disorders treatment facility subsequent to July 15, 2013 shall have three years from the date of employment to become certified as an LCADC or CADC, or another clinical licensed professional that includes the work of an alcohol and drug counseling nature within its scope of practice.

    (c)Only staff possessing the appropriate clinical background and educational qualifications from the appropriate clinical discipline may provide the diagnosis, assessment and treatment of clients with co-occurring disorders.

    KNOWLEDGE AND TRAINING REQUIRED AT TIME OF HIRE:

    • Knowledge of addictions and mental health complications.
    • Knowledge of community healthy resources that support life improvement in physical, emotional, mental and spiritual health, economic security, employment, positive social and family interdependence and positive cultural identity including:
    • Knowledge of referral procedures and admittance criteria for health care and community providers.
    • Ability to network and collaborate with healthcare and other social and cultural agencies that can provide services to the patients and families.
    • Knowledge of the 12-Step Recovery Program.
    • Knowledge and competency in problem solving, stress management, ethics and team building.
    • Knowledge of alcohol and other drugs that includes:
    • Alcohol and addictive drugs and their physical, emotional, intellectual, and spiritual impact on the individual.
    • Alcohol and addictive drugs and their impact on the family.
    • Ability to determine if a medical emergency exists and to take appropriate action, when necessary.
    • Knowledge of emergency procedures used in case of alcohol and/or drug overdose.
    • Knowledge of the stages of alcohol and other drug withdrawals and ability to take appropriate action at each stage.

    Knowledge of Federal, State and Municipal laws and/or regulations that regulate the treatment of alcoholism and drug addiction, including:

    • Confidentiality
    • Patient Rights
    • Professional Code of Ethics
    • Discrimination
    • Knowledge of airborne and blood borne pathogens (TB, HIV, AIDS, HB) and risk reduction methodologies and the use of universal precautions.
    • Flexibility to adapt to schedule changes and assumption of responsibilities not delineated in the job description which are related to work as a member of an addiction treatment team.

    AGE SPECIFIC INDIVIDUALS SERVED/ RESPONSIBILITY:

    Adult

    SPECIFIC AREAS OF RESPONSIBILITY TO POSITION

    1. Work with 3rd parties to connect client to appropriate after care setting, which includes:
      1. Obtaining necessary releases of information (ROI) from clients
      2. Provide documentation to outside parties when necessary, for client continued programming (ie. Court attorney, FMLA letters or supporting documentation).
      3. Stay in close communication with clinical team to determine aftercare recommendations.
      4. Contacting potential referring agency
      5. Coordinate with client, family and receiving provider for successful transition.
    2. Assist with discharge planning and documentation, which includes:
      1. Follow up with Clinical Director/Nursing to confirm discharge date and time.
      2. Complete required discharge planning paperwork
      3. Coordinate transportation for clients transition from the facility to receiving facility if applicable.
    3. Facilitate interventions with clients displaying behavioral or mental instability and clients at risk for leaving Against Medical Advice (AMA)
      1. Contacting appropriate referents and family members for which agency has release of information (Informing these parties of clients intent and soliciting their assistance either by phone or in person
      2. Making contact with Clinical Director for additional suggestions or recommendations to assist in redirecting client.
      3. Making contact with Clinical Director to determine if clients are potentially a harm to themselves or others (Baker Act or Marchman Act candidate)
    4. Enforces program rules and expectations and reports infractions to the Therapist, Clinical Supervisor and Clinical Director.
    5. Monitors client conformance with program schedule including group attendance, reports problems and informs supervisor
    6. Maintains the confidentiality of all client and facility activities.
    7. Makes daily assignment checks and discusses results with each client.
    8. Complies with Policies and Procedures.
    9. Facilitates weekly clinical groups.
    10. Accepts and utilizes supervision.
    11. Addresses problems noted by supervisor.
    12. Demonstrates willingness to accept responsibility.
    13. Completes all tasks with concern for work quality.
    14. Performs other assignments as requested by supervisor.

    Detox Counselor Specific Duties

    1. Holds daily individual sessions with each client under case load.
    2. Completes clinical documentation including bio psychosocial, initial clinical assessment and master treatment plan.
    3. Provides aftercare planning to transitioning clients.
    4. Follows up with family members and facilities family phone calls
    5. Monitors each client throughout the daily schedule.
    6. Monitors client participation and reports problems to supervisor.
    7. Resolves conflicts through general and supportive advice.
    8. Provides case management services.

    Res/IOP Counselor Specific Duties

    1. Monitors and audits client ancillary accounts to ensure maintenance of necessary daily funds.
    2. Facilitates the procurement of client daily living essentials.
    3. Monitors and amends agency drug screening protocols/process as needed and under the supervision of direct supervisor.
    4. Participates in client recreation, leisure, and weekend activities as scheduled/needed.
    5. Maintains accurate and timely documentation regarding all client related activity.
    6. Transports clients to scheduled activities or arranges transportation.
    7. Reports any vehicle problems to the Facilities Director.
