    Job Description:

    Technical Liaison (EDP Systems Analyst I), Office of the Registrar

    Grade 19, AFSCME Unit position, 37.5 hours/week

    Campus Location: Danvers

    Work Schedule: Monday - Friday; 9:00 am - 5:00 pm

    SALARY: $2,242.56 biweekly, ($58,306.56 per year) with fringe benefits. An appointment made from outside the bargaining unit (AFSCME) must start at this salary, step #1 of the range or as adjusted in accordance with the AFSCME collective bargaining agreement.     GENERAL STATEMENT OF DUTIES:

    The Technical Liaison assists students in understanding and completing the college entry immunization requirements, transcript and diploma disbursement, and transfer credit services. This position serves as the primary point of contact with vendors for student immunization reporting, transcript and diploma disbursement, and transfer credit articulation. They assist in the maintenance of student files and complete data entry and monitor records in an integrated Student Database system. The Technical Liaison interacts with students, the public, and College faculty and staff.

    The Technical Liaison is tasked with the daily management and integrity of the electronic administrative systems in the Office of the Registrar. They provide secondary customer service on behalf of the Office of the Registrar including but not limited to customer service including in-person transactions, phone inquiries, email inquiries, and on-campus events. They are expected to process and analyze student record information with specific responsibilities of ensuring that data collection and integrity is met.

    DUTIES AND RESPONSIBILITIES:

    • Analyzes requests for new or modified data processing systems and provides recommendations to the Office of the Registrar Management Team for acceptance or rejection
    • Serves as technical liaison for Office of the Registrar technical platforms such as but not limited to: Parchment, Castlebranch, Sentry MD, Coursedog, and TES. Assists with implementations of new technological solutions and supports implemented technologies post-implementation.
    • Monitors processing of transcripts, diploma fulfillment, and review of immunization records through platforms such as but not limited to: Parchment, Castlebranch, and Sentry MD.
    • Diagnoses and troubleshoots technology needs effectively across various stakeholder departments to assist in the development and maintenance of the Office of the Registrar processes
    • Composes documentation for standardized processes in the Office of the Registrar. Maintains library of standard operating procedures and provides updates.
    • Supports transcript ordering and processing for the college. Troubleshoots issues and confers with vendors as needed. Responsible for maintenance and disbursement of archival records of other colleges now held by NSCC.
    • Disburses diplomas upon degree completion or reorder. Confers with the diploma vendor for troubleshooting and special orders.
    • Participates in the collection and submission of institutional, national and state reporting. Monitors for errors and provides resolution.
    • Processes receipt of official transcripts from other institutions. Identifies and confers with appropriate institutional reviewers (Admissions, Transfer, etc.) for delivery, review, processing, transfer award, and storage.
    • Posts transfer credit in SIS & communicates processing status to students. Monitors and corrects as needed.
    • Responds to students in matters relating to transfer credit inquiries and processing of these credits
    • Updates and maintains transfer equivalency records in transfer database
    • Reviews student records to ensure that they meet requirements for transfer credit evaluation
    • Maintains Online Transfer Credit Response Spreadsheet
    • Participates in the development and streamlining of the institution's transfer articulation process and student communication
    • Performs initial contact with students in matters relating to college entry immunization requirements.
    • Monitors admissions files to ensure that accepted students are getting timely and up to date immunization requests.
    • Monitors changes to state immunization requirements and updates college policies and procedures as necessary. Notifies appropriate stakeholders of changes and elevates compliance issues to leadership.
    • Confers with vendors to share student identifiers that allow for student account set-up and access to the appropriate screening package.
    • Monitors changes in enrollment to ensure that students maintain appropriate immunizations. Notifies students of needed actions to make required changes.
    • Confers with vendors to identify and reach out to students who fall out of immunization compliance. Adds and removes holds in the SIS system as appropriate.
    • Assists with the resolution of customer service or account issues with immunization vendor
    • Provides training to first-point-of-contact staff so that they are comfortable assisting students with accessing their immunization record accounts
    • Updates and maintains immunization Compliance Trackers
    • Uses Vendor Administrator Portal to monitor compliance and generate reports.
    • Confers with the Health Professions division and archives (scans and indexes) immunization record files. Maintains SIS records of both General Admission and Health Admission students to reflect student compliance. Archives pre-vendor general immunization records as needed.
    • Processes and stores Office of the Registrar forms and files in digital student records using SIS tools.
    • Drafts and supports Office of the Registrar forms as directed by the Registrar or designee to support additional or revised processes.
    • Updates Registrar web page content & confers with Marketing as needed. Monitors for inaccuracies and provides corrections.
    • Participates in the administration and implementation of graduation functions.
    • Participates in specialized activities such as recruitment events, Orientation, and Commencement, as assigned, which may fall during evening or weekend hours.
    • Provides excellent customer service to college constituencies, including students, faculty, and alumni.
    • Utilizes SIS and related tools to communicate to college community information pertaining to student records.
    • Composes degree verification letters, responds to Degree Verify, and supports other inquiries related to the Office of the Registrar
    • Composes bulk correspondence to students, faculty, and other groups on behalf of the Office of the Registrar
    • Monitors Office of the Registrar email accounts and responds to inquiries

    Requirements:

    • Three years of related work experience in a customer service setting, or any equivalent combination of the required experience and the substitution as specified in the state job specifications.
    • Excellent interpersonal and customer service skills.
    • Ability to perform with energy, enthusiasm, and professionalism as part of a team.
    • Strong computer skills, comfort with technology, and demonstrated accuracy with data entry.
    • Ability to work productively and multi-task in a fast-paced environment.
    • Must be able to work occasional evenings and weekends. Must be able to commute between campuses and to off campus events.
    • Proficiency in written and oral communications.
    • Successful experience interacting with culturally diverse populations
    • Candidates will be required to pass a CORI/SORI and/or a National background check as a condition of employment.

    PREFERRED QUALIFICATIONS:

    • Experience in Admissions, Financial Aid, Registration or Student Accounts at a community college preferred.
    • Experience coordinating vendor relations preferred.
    • Knowledge of Banner or other integrated student database systems preferred.
    • Bilingual in Spanish is preferred
