The Kentucky Registry of Election Finance is an independent agency of state government, established by the Legislature to ensure fair elections by way of oversight of campaign finances. The Registry has jurisdiction over campaign finance laws for all candidates and political committees and is responsible for providing daily guidance to those individuals and entities. The agency also provides training seminars concerning campaign finance, receives copies of filing papers from County Clerks and the Secretary of State, serves as the repository for all required reports, and verifies that all receipts and expenditures comply with campaign finance statutes.
The Auditor I is a highly skilled member of the Registry’s staff who performs professional audits in the analysis of financial and statistical records, reports and statements, and accounting policies and procedures of agency internal operations and of campaign accounts for compliance with state laws, regulations, and policies; and performs other duties as required.
Duties and Responsibilities for the Auditor I:
- With guidance, conducts routine beginning professional level compliance audits of gubernatorial slates/committees and statewide candidates/committees, including field audit work for compliance with state statutes, regulations, and policies. Assists with other audits as assigned. Assists administrators with desk reviews of campaign finance statements filed by non-statewide candidates/committees.
- Learns to apply professional auditing standards, methods, and procedures to identify, analyze and make recommendations concerning the accuracy of candidate/committee filings. Examines campaign finance statements filed by statewide candidates/committees for compliance with state statutes and regulations. Learns to prepare work papers and accumulates documenting evidence in support of audit adjustments, recommendations, and reports.
- By working closely with the supervisor on compliance audits, obtains a working knowledge of federal and state policies and regulations governing the programs, reports, and statements to be audited, in order to be able to conduct future compliance audits independently.
- Attends meetings and training sessions to develop and improve audit skills. Keeps abreast of current audit standards by attending annual trainings.
- Assists in preparing and conducting presentations and trainings relating to campaign finance laws for the media, public, and regulated community.
- Performs other duties as assigned.
