    Functions as a resource and leader, has responsibility for producing and working with external consulting firms to produce federally mandated staff and academic employee affirmative action plans The position serves as a liason and works closely and collaboratively with colleagues, diversity officer/s, Staff Human Resources (SHR), Academic Personnel Office (APO), Office of Institutional Research, and academic and administrative divisions on affirmative action compliance activities. The AA/EEOS supports campus diversity and inclusion efforts through provision of data and workforce composition graphics as requested and appropriate.

    JOB DUTIES

    70%

    **Affirmative Action Compliance:
    • Work with external consulting firms as needed to produce staff and academic employee affirmative action plans according to the federal regulations and University of California (UC) practices.
    • May determine underutilization for outreach and conduct adverse impact analyses using recognized statistical analysis methods; identify concerns and suggests remedies.
    • May perform or arrange for complex workforce data, compensation and other statistical and administrative analyses.
    • Develop, use, and maintain complex workforce databases.
    • Responsible for compliance with Office of Federal Contract Compliance Programs (OFCCP) regulations including coordinating audit efforts and implementation of conciliation agreement action items as appropriate and assigned.
    • Ensures implementation of affirmative action plans as a lived document.
    • Serve as the consultant and work to support campus units to develop strategies and timely completion of affirmative action related academic and staff information an EEO/AA efforts.
    • Maintain internal databases and make modifications as needed due to changes in law, regulations, or policy.
    • Gather, summarize, and analyze statistical data for special projects initiated by principal officers, campus units, or external offices such as the UC Office if the President (UCOP).
    • Create reports to inform principal officers and campus units of trends or noted concerns.

    **Program and Policy Development, Committee and Collaborative Work:
    • Monitor federal affirmative action regulations, trends, and methodologies; identify trends, problem areas, uncertainties and develop solutions in collaboration with units, divisions, appropriate administrators, and central offices.
    • Serve as the liaison for workforce data and affirmative action compliance matters.
    • Design and implement proactive initiatives that will enable the campus to meet/exceed affirmative action goals.
    • Consult with appropriate offices such as UCOP, Staff Human Resources (SHR), and Academic Personnel Office (APO)in regards to EEO/AA implications of proposed new policies and procedures.
    • Coordinate, training, and, implementation of new policies and procedures; coordinate implementation of new policies and procedures through formal issuance, notification in campus publications, and consult with and train affected unit staff.
    • Interface with and provide data to the Diversity Officer; provide data updates and presentations to support diversity efforts; respond to adhoc data requests from principal officers, diversity officers, diversity committees, and others.
    • Collaborate with SHR, APO, and other campus departments/units and with agencies in the surrounding communities on outreach efforts with a focus on veterans and applicants with disabilities and advise regarding funding of outreach efforts. Participate in developing tools for publicizing campus-only recruitments that reflect EEO/AA best practices.
    • Convene committees and groups as necessary to advance campus affirmative action goals
    • Develop, implement and/or participate in training regarding AA/EEO compliance and best practices.

    20% **EEO Assignments and Projects**

    Problem Resolution and Investigations:
    • Provide research, logistical, and analytical/data support for EEO-related concerns and problem resolution efforts including but not limited to: provide and analyze related data (including but not limited to performing or arranging for multifactor compensation analyses), research relevant policies and collective bargaining agreements, and gather personnel records and documentary evidence.

    Fair Hiring:
    • Collaborate closely with SHR on fair hiring efforts, including advising on updates to best practices.
    • Provide training related to fair hiring and outreach efforts for identified groups.
    • Work with SHR and the APO to meet affirmative action outreach obligations through participation in outreach activities, job fairs, etc. and by promulgating hiring best practices.

    10% **Communications and Special Projects**
    • Serve as the technical lead for outward facing communications for EEO/AA content; such as the EEO/AA content of websites, newsletters, annual reports, and other campus communications.
    • Assist in drafting EEO/AA office communications such as annual compliance standards letter.
    • Perform or initiate other EEO/AA projects and communications as appropriate or assigned.


    REQUIRED QUALIFICATIONS
    • Bachelor's degree in related area and / or equivalent experience and / or training.
    • Ability to apply appropriate policies and practices in the completion of ethics and compliance assignments including the ability to extract, verify, compile and develop recommendations related to ethics and compliance programs, issues, policies and procedures.
    • Exceptional communication skills such as in-depth abilities in collaboration, facilitation, and strategic and creative thinking through written correspondence, written analyses, reports and other documents.
    • Thorough understanding of the interrelationship of procedures and desired results.
    • Excellent interpersonal skills with the ability to work independently with all levels of University personnel, including management and faculty, and to facilitate agreement on issues and corrective actions.
    • Excellent problem solving and critical thinking skills.
    • Ability to present complex issues in a clear and concise manner.
    • Knowledge of accepted statistical methods for conducting analyses of workforce data.
    • Ability to mine, clean, and analyze data from a variety of institutional database.
    • Technical knowledge and skills sufficient to develop, use and maintain complex databases.Technical and analytical knowledge and abilities sufficient to use technology in day-to-day functioning to create effenciencies; knowledge of common software programs incuding but not limited to Microsoft Office Suite, in particular, possession of or the ability to develop advanced Excel skills.
    • Proven successful experience and ability to research, analyze, interpret and apply complex policies and procedures, including those based in federal and state law.
    • Ability work effectively and collaboratively as part of a diverse team and with diverse campus constituencies, representatives of UCOP, state and federal agencies, and the public.
    • Discretion and ability to maintain confidentiality in personnel data and files and other highly sensitive information.
    • Demonstrated knowledge of equal employment opportunity and affirmative action programs and applicable state and federal laws.

    PREFERRED QUALIFICATIONS
    • Knowledge of fair hiring best practices.
    • Prior experience conducting workplace investigations.
    • Knowledge of methodologies for conducting multifactor compensation analyses and experience conducting such analyses.
    • Recent substantive professional training on EEO/AA compliance and methods.
    • Professional certification(s) applicable to job responsibilities
