    Serves as a full-time Equal Employment Opportunity (EEO) Counselor assigned to the EEO Office within the Federal Bureau of Prisons.

    Conducts constructive counseling interviews and reviews pertinent documents to gather and analyze facts about alleged claims of discrimination.

    Informs the complainant about federal EEO complaint regulations which offer complainants the option of resolving claims of discrimination through Alternative Dispute Resolution (ADR) in lieu of EEO counseling.

    Conducts settlement negotiations and Alternative Dispute Resolution conferences in an effort to resolve complaints of discrimination.

    Provides technical guidance and assistance to complainants, managers, collateral duty counselors, and EEO investigators regarding EEO complaint matters.

    Develops procedures, guidance material and policy directives for use by Bureau collateral duty counselors, investigators, managers, etc. on the EEO complaint processing system and recommends procedures and processes to facilitate rapid processing of complaints.

    Education

    GS-12 and GS-13:

    There is no substitution of education for specialized experience for these grade level position.

    OR

    Experience

    GS-12 and GS-13 You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.

    Some examples of this qualifying experience are:


    GS-12

    • Experience applying technical knowledge of EEO laws, rules, and regulations.
    • Experience in conducting constructive counseling interviews to gather and analyze facts about alleged claims of discrimination.
    • Experience in analyzing information and making recommendations for resolution of alleged claims of discrimination.
    • Experience in developing, coordinating and conducting training sessions on the EEO complaint processing system and the EEO program.

    GS-13

    • Experience reviewing investigative files to assure each allegation of discrimination has been thoroughly investigated and advises the Attorney Advisor.
    • Experience preparing complaint files for submission to the Equal Employment Opportunity commission in complaints of discrimination that have been rejected or canceled.
    • Experience analyzing issues/facts and preparing formal complex and highly technical reports, briefings, comprehensive correspondence on a variety of issues used by high level officials and policy makers.
    • Experience dealing with EEO laws, civil rights laws, Executive Orders, Code of Federal Regulations, and Supreme and District Court decisions pertaining to EEO decisions.

    Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
