    This classification involves professional responsibilities in planning, implementing, configuring, and managing mission-critical computer applications and City-wide Enterprise Resource Planning (ERP) system.  The employee in this position reviews, oversees, and actively participates in system application projects including designing programs based on user requirements; diagnosing and resolving system operational issues; and developing reports and documentation.  This position also gathers/surveys information about business processes; aligns systems to support those processes; and ensures that required reports are completed timely, leveraging modern technologies to optimize systems performance and enhance organizational efficiencies. This employee is also required to maintain CJIS Level 4 certification.

    ESSENTIAL JOB FUNCTIONS

    • Evaluates and analyzes systems/application project needs and requests for City departments; determines project scope and feasibility; reviews users’ requirements; responds to requests; schedules implementations as needed; and translates user requirements into effective program designs. 
    • Designs, develops, tests, de-bugs, and documents computer programs using various programming languages, query methods, or standard reporting; evaluates and modifies existing programs based on user needs; corrects program deficiencies; and implements corrective actions.
    • Troubleshoots hardware and software issues and errors in computer equipment or software; identifies root cause of error or failures; and applies corrective measures or standard operational techniques to resolve problems.
    • Evaluates performance of existing computer systems and modifies software/hardware for optimal performance; monitors new or existing data processing applications to ensure proper function and output of computer programs, and their respective peripheral equipment; reviews and tests ERP hardware components, software packages, and operating systems and makes recommendations on new emerging technologies.
    • Manages system security and backup/recovery procedures for the ERP; enforces standards, policies, and procedures. 
    • Leads and/or manages IT projects; conducts conversion analysis and project planning within a team environment.
    • Prepares and creates instruction manuals and documentation to guide users on the use of City applications; and prepares and updates procedural documentation to guide the IT operations personnel during production runs, updates, upgrades or patching. 
    • Assists users with developing systems, establishing system parameters, and defining reporting options for City-wide applications. 
    • Performs backups; restores archival and power-on/power-off procedures; works with Network Team for security application management; participates in long and short range technology planning.
    • Maintains open communication channels between the IT Department and user departments.
    • Performs related work as required.


    EDUCATION & EXPERIENCE 
     
    • Bachelor’s degree from an accredited school in computer information systems or a closely related field and three (3) – five (5) years of work experience in development, implementation, training and support of an Enterprise Resource Planning (ERP) system and mission critical applications. 
    OR
    • Associate degree from an accredited school with seven (7) or more years of progressively responsible information technology experience.

    OR

    • Nine (9) years of progressively responsible information technology experience and relevant certifications.
      
    • Desired: Microsoft SQL (Intermediate-Advanced) Certification.
    • Preferred certifications: ITIL; Microsoft certifications in SQL DBA, SSRS, SharePoint, and .NET.
    • PROOF OF THE HIGHEST LEVEL OF COMPLETED EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.) 

    PHYSICAL REQUIREMENTS
     
    Work Environment: 
     
    • Work is performed primarily in a standard office environment and data center rooms and closets with some travel to different sites; incumbents may be required to work extended hours including but not limited to evenings, weekends and holidays. 
     
    Sensory: 
     
    • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. 
     
    Physical: 
     
    • Primary functions require sufficient physical ability and mobility to work in an office. setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 50 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Occasional climbing on ladder or stool to reach or mount equipment may be required. 


    KNOWLEDGE, SKILLS AND ABILITIES 

    • Knowledge of multiple industry standard programming languages
    • Knowledge of system development methodology and MS SharePoint platform. 
    • Knowledge of ERP components, connectivity, and various supporting operating systems. 
    • Knowledge and proficiency in reporting technologies such as SQL Reporting Services and/or Crystal Reports with a solid foundation in SQL databases.
    • Knowledge in the technical methods to debugging system and program errors. 
    • Knowledge of department standards and procedures regarding programming, security, and overall city-wide applications support. 
    • Knowledge of the current trends, and developments in the field of information systems and data processing. 
    • Knowledge of capabilities, limitations, and service requirements of ERP systems and equipment. 
    • Knowledge of the principles of supervision, organization, and administration. 
    • Skill in using Microsoft products and willingness to learn new department specific software applications.
    • Ability to evaluate the performance of hardware/software and make recommendations for improvement. 
    • Ability to systematically determine the source of problems in a computer system and to take appropriate action as needed. 
    • Ability to translate user requirements into effective program designs. 
    • Ability to evaluate requests for changes and/or updates to the system and evaluate packaged software. 
    • Ability to estimate the manpower and time required for data processing projects and project implementations in general. 
    • Ability to determine and document user requirements. 
    • Ability to develop clear and effective instructions and documentation for employees and users. 
    • Ability to design, develop, and schedule programs implementations to reduce business and operational impacts. 
    • Ability to document, maintain, and complete accurate records. 
    • Ability to communicate effectively and persuasively, both verbally and in writing to technical and non-technical staff
    • Ability to effectively manage and/or supervise other employees.  
    • Ability to manage varied responsibilities with competing priorities.
    • Ability to work collaboratively, efficiently, and effectively to develop win-win solutions. 
    • Ability to evaluate the impact of alternative courses of action and evaluate circumstances of an innovative, new, or unprecedented nature.
    • Ability to establish and maintain professional working relationships with City officials, management team members, general employees, industry professionals, vendors and the general public.
