    Purpose : Perform credit analysis of FHLBI depository, CDFI and insurance company members to assist the front line in support of lending decisions.

    Conduct financial and economic studies of the banking industry to aid the FHLBI's efforts in the development of products and services to the banking industry from a credit risk perspective.

    Present related research and conclusions from credit analyses and to FHLBI management as needed. Assist members and work with the Advances Desk with various daily activities including support of the initiation of loans (advances), and other products to assist members with their funding and risk management needs.

    The Credit Operations Analyst will also assist the advances desk with reporting. The following statements are intended to describe the general nature and level of work being performed by persons assigned to the job.

    Specific Responsibilities : Credit Analyses - Perform credit analysis and monitor the financial condition of the FHLBI's depository institution members, and life, health, and P&C insurance company members, utilizing S&P Market Intelligence, regulatory call reports, SEC filings, business plans, annual reports, and confidential regulatory examination reports.

    Monitor CDFI members compliance with annual CDFI Fund certification. Credit reviews are used to formulate / support credit decisions.

    New Membership Applications - Assist in the review / processing of membership applications filed by prospective depository institutions, CDFI institutions, and insurance company members.

    Review application materials for completeness and regulatory / policy compliance, draft application digest (including a credit analysis of the prospective member), recommend approval / denial of the application, and recommend appropriate initial collateral status.

    This includes reviewing the credit risk assessments and recommending to the Underwriting Manager any additions / modifications to the evaluation as needed.

    Financial Research & Reporting - Assist in the design of reports and interpret the output for use by the first line to assist in their lending, collateral and underwriting decisions pertaining to both depository and insurance company members, while maintaining adherence to FHLBI and regulatory credit risk parameters.

    On an on-going basis, collaborate with other Bank departments and integrate relevant data into existing or newly created reports.

    As needed, provide relevant reporting to internal FHLBI departments such as IT, Internal Audit and ERM as well as external parties such as the FHFA and state regulators.

    Advances Operations / Lending - As needs arise to assist other Advances Desk staff, the Credit Operations Analyst will consult with senior officers of our member institutions regarding the Bank's credit programs, pricing, alternatives, and other details to assist them in meeting their funding and risk management needs.

    Communicates Bank policies regarding credit products to members and supports the initial credit risk determination to a member's ability to access Bank products.

    Reviews and executes advance requests, collaborates with Treasury on advances pricing, manages transaction information in system to minimize operational risk, and produces advances documentation to recommend approval or denial of the credit extension to the Advances Manager, Lending Director, and the Chief Business Development Officer.

    Miscellaneous Duties - Develop expertise in credit analysis, and using subscription services, industry articles, regulatory guidance and publications, industry news, seminars, and training classes, remain current on banking industry events / developments which affect the extension of credit to FHLBI members.

    Complete special projects as assigned. Assists in the monitoring of : member behavior and changes, supporting analysis for policy exception requests, community-based financial institution / community-based AMA user annual updates, board of director blackout IFS updates, maintaining member information on FHFA portal and updating new applications, maintaining IFS / Business Partner member information, updating residential assets in IFS for insurance companies, providing total asset information to calculate capital stock holdings, CDFI quarterly certification check, and quarterly tangible capital determination.

    Competencies : Business Job Knowledge General Decision Making / Judgment Dependability / Flexibility Productivity People Communication Collaboration Position Requirements : Bachelor's degree : Business Analytics, Business Administration, Finance, Economics, Accounting, or related field.

    Preferably a minimum of two years' experience working in or directly with a financial institution; preferably in a credit analysis, accounting and / or financial reporting function.

    Excellent analytical and communication skills. Ability to interact with top management of the FHLBI and of the members. Ability to use computer tools to analyze financial data.

    A strong understanding of Microsoft Excel, Access, Power BI, and / or Python is desirable. Must have the ability to uphold and model the Bank's Guiding Principles.
