Economist (Corporate) conducts research and analysis on economic data/trends and produces forecasts, interpretive reporting, and media used for risk assessment, communication, and decision making. Collects economic data from established datasets and other sources utilizing data collection and data science protocols. Being an Economist (Corporate) utilizes statistical analysis, mathematical methodologies, and modeling techniques to develop data. Designs and organizes data into unique report models and graphical illustrations to present economic information used for decision making and solution development. Additionally, Economist (Corporate) requires a bachelor's degree in economics or equivalent. Typically reports to a manager or head of a unit/department. The Economist (Corporate) occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     General Public
    Candidates must have:
    A) Either 1. a bachelor's degree or higher in economics;
    Or 2. a bachelor's degree or higher including or supplemented by 18 semester credit hours in economics and an additional 6 semester credit hours from among the following course work areas: computer science, economics, econometrics, mathematics, operations research, research methods or statistics.
    And
    B) three years of professional experience conducting economic research in the field of public utility regulation. Acceptable experience may include but is not limited to, experience with substantial responsibility for analyzing economic issues related to public or private gas, water, electric or telecommunication utilities. Experience primarily involving the clerical accumulation and manipulation of statistics will NOT be regarded as qualifying.

    Education substitutes - a master’s degree in economics may substitute for one year of the professional experience in conducting economic research described above. A doctoral degree in economics may substitute for two years of the professional experience in conducting economic research described above.

    • If unable to be filled permanently, the position may be filled on a provisional basis. Incumbents appointed provisionally will be required to take a NYS Civil Service examination for this position when it is next offered. Incumbents must pass the examination and score among the top three eligible candidates in order to be permanently appointed.

    Duties Description
    The Associate Economist (Regulatory Economics), Grade 23, will work in the Office of Markets and Innovation’s Office of Regulatory Economics, and perform duties that include, but are not limited to:
    • Analyzing economic issues related to transitioning of wholesale and retail utility markets, including, but not limited to: econometric sales forecasting, measurement and mitigation of market power, incentive regulation, benefit cost analysis, measurement of marginal costs, and the development of market rules and market design changes required to implement the State’s carbon reduction and distributed energy resources goals.
    • Forecasting of electric, gas, steam customer sales via the specification and estimation of econometric models of customer demand. Testifying as an expert witness in administrative hearings in support of the reasonableness of those sales models and forecasts.
    • Gathering electric, gas, steam and/or telecommunications market and systems operation data and performing statistical, econometric, production cost simulation and/or other economic analysis.
    • Participating in collaborative staff and industry efforts to develop rules, procedures, and technical aspects of energy and telecommunications product markets.
