JOB SUMMARY:
Under limited supervision from the Public Works Director, the Electric Department Superintendent is responsible for providing strategic direction and operational expertise in leading, managing and coordinating the safe construction, maintenance, and repair of electric power distribution and transmission lines, including all equipment, in the City of Burnet’s Electric System. The Electric Superintendent must possess strong interpersonal and leadership skills to create and cultivate internal and external working networks to accomplish the mission and goals of the organization. Required service and results-oriented mentality to do strategic planning, effectively manage staff, and to oversee capital projects. This position is an exempt supervisory position.

ESSENTIAL JOB DUTIES
General Responsibilities:
- Maintain regular and punctual attendance; leave schedule should be managed so as to not interfere with ability to accomplish tasks, including special projects and assignments with deadlines or negatively affect direct reports' ability to do their jobs when applicable

- Maintain strict confidentiality of business, employee and customer information in written and oral communications and safeguard sensitive documents
- Develop & maintain effective customer service skills for communications with co-workers, customers and the public in general
- Adhere to City of Burnet’s policies and procedures
Management Responsibilities:
- Promote a positive work environment and encourage teamwork to accomplish results
- Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
- Review and approve purchases and payroll time entry for division
- Prepare required reports, board reports and presentations within designated timeframes or cycles.
- Attend required staff meetings and report appropriate information to direct reports
- Communicate effectively both in written and oral modes to all levels of City of Burnet staff, Mayor and Council and the general public.
- Ensure personnel are safety conscious and adhere to City of Burnet and/or any other applicable profession-related safety guidelines and practices at all times
- Establishes strategic goals by gathering pertinent business, financial, service, and operations information; identifying and evaluating trends and options; choosing a course of action; defining objectives; evaluating outcomes.
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices, participating in professional societies.
- Accomplishes financial objectives by forecasting requirements; prepares & monitors annual O & M, capital and personnel budgets; scheduling expenditures; analyzing variances; initiating corrective actions.
- Works in coordination with the Warehouse division to ensure the Electric Department inventory is maintained at appropriate levels for division workload.
Technical/Operational Responsibilities:
- Coordinate and oversee capital projects; direct contractors and perform periodic site visits to project locations; resolve concerns
- Analyze, forecast and recommend needed repairs, improvements or upgrades to City of Burnet electric power distribution and transmission.
- Oversee City of Burnet Electric Apprenticeship Program
- Utilize current versions of computer software and hardware provided by City of Burnet to type professional operating reports, memos, and other documents that are clear, accurate and grammatically correct.
- Gather and assimilate complex technical information and assemble this data into concise professional reports and presentations.
- Study and abide by all applicable federal, state, local, and internal policies and regulations governing the electric industry such that City of Burnet delivers legitimate and superior electric service to its customers.
- Work with the other City of Burnet departments/divisions as applicable, in planning electric projects so that all operations are understood and consistent throughout the organization.
- Establish priorities and multi-task so that all duties are completed under pressures of time constraints and deadlines.
- Maintain composure and commitment to work during periods of heavy workload and stressful situations.
- Serve on-call as primary or back-up as needed.
- Obtain and hold required certifications to perform duties as a Journey Worker.
Minimum Requirements, Certificates & Licenses
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS
- Bachelor's degree from an accredited (4) four-year college or university in Business Administration, Public Administration, Electric Engineering or related fields preferred, but not required.
- Seven (7) years’ experience in electric transmission, distribution or system design in line construction with prior leadership experience.
- Must have a valid Texas driver’s license, and currently have and maintain a satisfactory driving record with an insurable record
- Class A CDL is preferred, must have ability to obtain within six months of employment.
- Must pass a background investigation and drug test; and
- Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities
- Must have the flexibility to work holidays, weekends and/or after hours is required.
- Must reside within a 30-minute response time of the City of Burnet Public Works Building.

- Ability to obtain and hold various required certifications for the position and at a Journey Worker Level.
- Ability to maintain efficient and effective operations of the Electric Department.
- Ability to supervise staff effectively.
- Ability to communicate effectively orally and in writing.
- Ability to provide excellent customer service and problem resolution.
- Ability to present a professional appearance and conduct when representing the City.

This position is a combination of both an office and outdoor environment. Duties may require exposure to toxic or caustic chemicals, fumes or airborne particles, and possible electrical shock. Incumbent may be required to operate machinery/large equipment, including completion of duties from a bucket truck, which involves high and precarious locations. Outdoor duties result in exposure to all weather conditions including extreme heat and cold, snow, ice, rain, and wind. Work may result near electrical high and low voltage lines and equipment. Office duties may require sitting, standing, bending, stooping, kneeling, walking, climbing and squatting for extended periods of time. Manual dexterity and repetitive motions are common in both settings.
