    This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Pacific Outer-Continental Shelf (OCS) Region (POCSR), Office of Field Operations (OFO), Compliance Section in Camarillo, CA.

    At the full performance level (GS-11) the major duties of this position include but are not limited to the following:
    1. Independently conducts inspections involving any of the full range of activities such as drilling, workover/completion, and production.

    2. Regularly inspects facilities, components and operations that range from routine to advanced in nature and may require one-of-a-kind inspection methods or techniques.

    3. Coordinates with senior employees on planning and scheduling inspections of the full range of major and minor offshore facilities typically encountered in the Pacific Outer-Continental Shelf Region (POCSR), especially those that have a persistent record of safety violations.

    4. With application of sound judgment and full consideration of environmental and safety impacts, independently orders the shut-in of major or minor facilities, operations or parts of operations that pose immediate danger due to safety hazards or violations including those of an advanced nature.

    5. Keeps up-to-date and advises other inspectors and operators on the latest developments in the safety/environmental arena, including Federal laws, regulations, new technology, and unusual problems in the field.

    BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Salary Range Information:
    GS-11: ($84,366 - $109,673) per annum.
    First time hires to the Federal government normally start at the lower salary range of the grade level.

    Physical Requirements:
    The work requires regular inspections where there are extended periods of crawling or stooping in restricted areas or climbing tall ladders to gain access to large equipment and facilities. With the work requiring extended flights over waters in helicopters and access/egress to and fromfacilities to marine vessels, the employee must be in good physical condition to work under such demanding physical conditions. The employee must successfully complete helicopter underwater egress and swing rope training. The incumbent is required to meet the BSEE Medical Physical Standards Program.

    Work Environment:
    The work environment contains elements of exposure to potentially dangerous situations. The employee may work at great heights on large pieces of equipment and may be exposed to harsh weather conditions. The employee wears hardhats, safety glasses, safety-toe shoes, hearing protection, selected uniforms for the environment and takes various other safety precautions.

    Qualifications

    Minimum Qualification Requirements:
    To qualify for this position you must meet A, B or C for the series/grade to which you are applying.

    A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

    OR

    B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Working with production process equipment and associated safety systems of offshore oil and gas facilities. 2) Evaluating, enforcing and promoting compliance with safety and requirements related to offshore oil and gas facilities. Must meet all.

    C. Combination of Education and Experience: Combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.
