Assistant Director of Emergency Medical Services (Open & Promotional)

  • The Emergency Medical Services Division of San Mateo County Health is seeking a well-qualified individual for the position of Assistant Director of Emergency Medical Services, to assist in planning, organizing, directing, and coordinating activities and programs of the Emergency Medical Services Division (EMS) of San Mateo County Health; direct, coordinate, and manage the administrative, financial, and operational activities; develop, implement, and evaluate goals, objectives, policies, and procedures related to assigned functions; coordinate services with other divisions of San Mateo County Health, other County departments, and outside agencies; provide highly complex administrative assistance to the EMS Administrator; and act as the EMS Administrator in their absence.
     
    There is currently one regular vacancy in the Emergency Medical Services Division located in South San Francisco, CA, but will travel/drive throughout the County to perform the duties of the job.
     
     Responsibilities include, but are not limited to, the following:  
    • Provide highly responsible administrative and management assistance to the EMS Administrator in planning, organizing, directing, and reviewing all functions and activities of the Emergency Medical Services Division.
    • Manage, direct, and coordinate the delivery of comprehensive programming and services related to assigned areas of responsibilities; assist in coordinating division’s activities with those of other County departments and divisions, and outside agencies and organizations.
    • Develop, evaluate, and implement policies, workflow procedures, standards, goals, and objectives for assigned functions.
    • Assist in the development, preparation, and administration of the department budget; monitor fiscal activities.
    • In coordination with the EMS Administrator and medical director, plan, direct, evaluate and regulate the County’s EMS system to provide high quality patient care, emergency, and disaster medical health services.
    • Oversee and uphold standards of divisional operations; perform a broad scope of administrative functions such as personnel, purchasing, record keeping, program analysis and evaluation.
    • Develop, implement, monitor, and ensure internal and external contractor and provider compliance with EMS policies, procedures, protocols, and requirements of established agreements. Recommend final decisions regarding policy, operations, and administrative procedures.
    • Conduct complex statistical and written analysis; prepare reports and presentations for various audiences including the public, providers, committees, and executive leadership.
    • Develop and review EMS programs and initiatives to address diversity, equity, and inclusion.
    • Liaise with EMS division staff, partners, provider agencies, stakeholders, and patients to identify collaborative opportunities and recognize outstanding performance, as well as investigate and resolve concerns or conflicts.  
    • Monitor the work of and coach subordinate staff to support optimal performance.
    • Participate in long and short-range strategic planning and budgeting activities of the division; coordinate and oversee reporting and monitoring.  Facilitate necessary program controls and improvements.
    • Monitor regulatory and legislative activity: identify changes that may affect divisional operations and recommend necessary corresponding actions.  
    • Interpret and apply a variety of complex policies, rules, and regulations; provide information, guidance, technical and procedural direction and assistance to employees, other divisions, departments and outside organizations which may require tact and judgement.
    • Maintain broad all-hazards situational awareness and coordinate availability and usage of EMS and medical health disaster preparedness and response resources in coordination with the EMS Administrator and Medical Health Operational Area Coordinator (MHOAC).
    • Participate in the divisional on-call Duty Officer rotation and respond timely and in person to emergency situations on short notice based on operational need, including work on nights, weekends, and holidays.
    • Assume Disaster Service Worker duties, as required.
    • Act as the EMS Administrator in their absence.
    • Perform related duties as assigned.
     
     The ideal candidate will possess:  
    • Experience providing high level administrative and management assistance to executives.
    • Experience working in emergency medical services field.
    • Demonstrated ability to manage the delivery of comprehensive programming and services.
    • Ability to assist with department budget activities. 
    • Experience making presentations to boards, commissions or stakeholders. 
    • Experience facilitating the work of stakeholder committees.
    • Experience as a politically astute manager with a style that quickly fosters trust, loyalty, respect, commitment, and partnership.
    • Tact and expertise in determining appropriateness and timing of dissemination of sensitive or confidential information.
    • Excellent written and verbal communication skills.

    • Speak effectively to diverse audiences, including clinical, professional, legislative, and citizen groups.
    • Prepare clear, concise reports, policies, contracts, and correspondence.
    • Supervise, train, and evaluate subordinate staff.
    • Effectively maintain liaison with various private and public agencies and interact successfully with the public and other interested groups.
    • Work cooperatively and effectively with other San Mateo County Health divisions, other County departments and officials and employees of other agencies, including Advisory Boards and commissions.
     Education and Experience:
    Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is as follows:
     
    Four years of progressively responsible experience working in the administration and management of high-performance 911 Emergency Medical Services (EMS) within California, preferably which includes at least one year of service within a Local EMS Agency (LEMSA).  
     
    Licensure/Certification:
    Possession and maintenance of a Class C California driver license or equivalent.
    Possession and maintenance of:  
    • A valid California license to practice medicine or osteopathy, OR
    • A valid California license as a Registered Nurse, OR
    • A valid California license as a Paramedic.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
     
    The examination process will consist of an application screening (weight:  pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
