Employee Development Specialist implements and supports programs aligned with leadership development strategy and strategic business imperatives to develop management capabilities throughout the workforce. Maintains frameworks that represent skills and leadership capabilities that are critical to long-term and short-term objectives. Being a Employee Development Specialist supports training, coaching, professional development, and experiential assignments that make up the leadership development strategy. Fosters a culture of informal knowledge exchange, coaching, and training throughout the organization to engage and develop the workforce. Additionally, Employee Development Specialist promotes training and development programs and career pathing initiatives. Prepares analysis and reporting of leadership development efforts and results. May participate in periodic succession planning exercises and talent assessments to ensure critical roles are defined. Helps to create slates of individuals identified for leadership development activities. Requires a bachelor's degree. Typically reports to a manager. The Employee Development Specialist occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function. HOME & HTF Programs Specialist

    REPORTS TO: Senior Manager – HOME & HTF Programs
    Job Summary: This employee will assist in the operation of certain federal, state, and local housing and community development operations including the daily activities associated with the examination, review, processing, and closing of loans financed under the HOME Investment Partnerships and Housing Trust Fund Programs. They will administer other requirements as mandated by the HOME and HTF Programs, serving as a representative of the West Virginia Housing Development Fund (the “Fund”) and work with non-profit and for profit organizations throughout the state with the goal of increasing opportunities for safe, affordable housing to extremely low-, very low-, and low-income families. This employee will have access to sensitive and confidential data; therefore, confidentiality must be maintained at all times.

    Essential Functions:
    • Processes and scores HOME and HTF Proposals.
    • Assists in the preparation and review of legal documents in conjunction with HOME and HTF project loan closings and facilitates preparations for closing;
    • Provides technical assistance to HOME and HTF program applicants and participants to ensure timely project completion and evaluates ongoing participant performance;
    • Administers requirements as mandated by the HOME and HTF Programs (CHDO, Environmental Review, Section 3, Davis-Bacon, etc.);
    • Reviews Requests for Reimbursement, recommending payment as appropriate;
    • Assists in the review of loans in the HOME and HTF portfolios;
    • Assists in the gathering of information for entry into HUD’s Integrated Disbursement and Information System;
    • Assists in providing updates of all projects to the Senior Manager – HOME and HTF Programs, as well as documentation to the Internal Audit department as requested; and
    • Completes special projects as assigned.

    Work Environment/Physical Demands: The employee in this position may be required to sit at a desk for long periods of time. Routinely uses standard office equipment such as computers, phones, etc. May be required to travel statewide.

    Required Education/Experience: Associate Degree in Accounting, Business Administration, or Finance with a minimum of one-year experience in federal program operations or affordable housing services or any combination of education and experience needed to complete the job functions. Intermediate knowledge of Microsoft Excel and Word with basic knowledge of Microsoft Outlook.

    Preferred Education/Experience: Bachelor’s degree in Accounting, Public Administration, Business Administration, or Finance with a minimum of two years’ experience in federal program operations or affordable housing services.

    Required Certificates/Licenses: Valid driver’s license;
