Description

BASIC FUNCTION: The specialist provides employment and training services to individuals who may be dependent upon public benefits, have disabilities, be un-employed, under-employed, or have other barriers to employment. These services include client recruitment and orientation activities, the development and implementation of a service plan, job placement including job development, employment counseling and post employment follow-up services.

WORK PERFORMED:

1. Orients new clients to program benefits rules, regulations, and policies. 
2. Interviews clients to review their education, employment history and other barriers to employment. 
3. Confers with program staff and the clients to determine appropriate vocational goals. 
4. Coordinates work experience, on-the-job training and work try-out with employers. 
5. Makes presentations to local employers to solicit job pledges and openings. Also serves as an access point and coordinator for business services
6. Meets regularly with program participants to provide them with employment leads and to assist with their own job search efforts. 
7. Arranges interviews for clients with local employers. May provide transportation to and from interviews. 
8. Counsels and assists clients in solving problems which interfere with the retention of active employment. 
9. Directs those clients with transportation, social services and vocational problems to the appropriate resource. 
10. Arranges education or skill development training when appropriate.
11. Submits activity reports to the Program Supervisor
12. Conducts job readiness training groups
13. Fulfills monthly placement quota
14. Contacts clients who fail to report
15. Completes all required reports, client documentation, expenditure reports and employment verification follow-ups in a timely manner. 
16. Performs all other duties assigned.

Requirements

MINIMUM REQUIREMENTS

EQUIVALENT EDUCATION LEVEL REQUIRED: Bachelors' degree

EXPERIENCE REQUIRED: One year personnel, guidance, sales, or social work experience. Master's degree in these areas will be accepted in lieu of experience.

KNOWLEDGE REQUIRED: Social awareness, industrial procedures, record keeping, local geography, world of work, job market, computer literacy, oral and written communication skills, employment preparation skills, and area industries, area social service, and health agencies.

INCIDENTAL REQUIREMENTS: N.Y. State Driver’s license. Personal automobile for company business use.
