Employee Health Services Manager is responsible for managing the employee health service functions of the organization. Administers healthcare program operations and supervises subordinate staff.     Recovery Services offers comprehensive programming and resources aimed at preventing substance misuse and supporting the treatment and recovery for those impacted by substance use disorders. Services are provided at two locations in Boston and cover critical gaps in the continuum of care including comprehensive drug user health services and Narcan distribution, street outreach, long-term and transitional residential programming, outpatient services, the Engagement Center, drop-in access to treatment, a peer recovery center and youth prevention and advocacy. Recovery Services has a total of 114 full time, regular employees, 42 part time/per diem/fill in staff and a total of 10 programs across three
    campuses (26 Atkinson, 774 Albany and Mattapan).

    The Employee Trauma Services Director will provide oversight, implementation, leadership and supervision of all trauma support services at Recovery Services The role of this Director is to support the direct care staff who work across the three campuses.

    GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
    Program Management & Leadership
    • Responsible for the overall management and supervision of the Bureau Staff Trauma Support Program across all programs and campuses.
    • Strong commitment to the BPHC mission and Bureau of Recovery Services (BRS) shared philosophy of substance use disorders and harm reduction service models.
    • Responsible for the design, implementation, and oversight of all services within the Staff Trauma Support Program, including, but not limited to, planning and development, programmatic policies and procedures, documentation.
    • Report on goals, objectives and outcomes for the program.
    • Create and support Peer Support Model for trauma support among RSB staff that aligns with anti racist and trauma-informed frameworks.
    • Ensures completion of all necessary HR documentation for Bureau staff in crisis, workers
      compensation, and FMLA.
    • Develops streamlined and comprehensive system of documentation for staff support.
    • Works in a confidential capacity as part of the Senior Management Team, Human Resources, Labor Relations, etc. and meets regularly with supervisors regarding all aspects of trauma support operations, including but not limited to matters pertaining to program staff and other confidential matters.
    • Participates in management team meetings; assists Senior Leadership with new initiatives and projects and in seeking funding sources; assists in fulfilling monthly, quarterly, and annual reporting requirements; shares in fulfilling critical responsibilities of Program Directors when needed.
    • Provide leadership, education and guidance to program staff, residents, vendors, providers, and family members as it relates to a trauma-informed workplace and trauma supports.
    • Operates independently.

    Supervision/Staff
    • Provides direct supervision and documentation to assigned staff.
    • Develop and implement operations protocols creating a comprehensive and coordinated delivery of staff trauma services, such as coping groups, debriefing sessions after work related incidents occur, and clinical supervision groups and trainings for Managers.
    • Develops/maintains an organizational culture that fosters staff professional development and provides trauma-informed supervision and responsive to BPHC anti-racist principles and support.
    • Facilitates healthy team development and skill building integral to the delivery of trauma services to staff.
    • Responsible for assessing training needs of staff/supervisors to develop comprehensive staff training programs related to trauma support.
    • Oversees recruitment, hiring, performance evaluation, promotion, and termination of all assigned staff and interns.
    • Oversees performance and recruitment of peers in the Peer Support Model.
    • Makes recommendations and personnel decisions regarding program staff, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
    • Supervises process improvement activities around trauma supports on three campuses and maintains appropriate deadlines for activities.
    • Represents management in grievance and arbitration process, including but not limited to hearing and adjusting grievances, and attending grievance and arbitration hearings. Recommends reviews and assists in creation of proposals for collective bargaining on behalf of the program and may attend and participate in collective bargaining as management representative.
    • Participates in and provides On Call coverage, by cell phone, as scheduled for critical incident debriefing.

    Fiscal and Revenue Responsibilities
    • Meets with Recovery Services Bureau Administrator and Fiscal Administrator to review budget several times per year.
    • Acts as primary liaison to grant funders for Trauma Support Program.
    • Manages all program funding including state contracts, grants and other external funding.
    • Assists in the development and implementation of long-term sustainability plans for current federally and state funded programming. This involves grant writing, management and reporting.
    • Responsible for submitting reports in a timely manner.

    Clinical Responsibilities
    • Ensures Bureau staff are provided with referrals to comprehensive health, mental health, case management and substance use disorder treatment as needed.
    • Provides clinical consultation for program staff including the Program Directors, Clinical
      Directors/Managers, case managers, clinicians, admissions department, direct care staff, etc. including risk assessments, mandated reporting, etc.
    • In collaboration with Senior Management Team, develops quality improvement plans to ensure staff safety in crisis response.
    • Provides support to staff and clients including crisis management and milieu management after a critical incident/emergency.

    Community and BPHC Partners
    • Establishes new partnerships, linkages, and program collaborations with community partners to support staff.
    • Serves as a primary liaison with Boston Health Care for the Homeless Program trauma response services.
    • Work closely with the BPHC Service Centers and across the agency to fulfill the mission statement, including the Center for Behavioral Health & Wellness and BPHC's Wellness Committee.
