    Major duties for this position include but are not limited to:

    • Apply knowledge of communications (focused on worker voice, worker decision making and/or workplace democracy in the context of employee ownership) and activities designed to inform and educate the public and specific constituencies about the agency's programs, activities, and services.
    • Write position papers, speeches, marketing, correspondence etc. for executive leadership, other Federal agency executives, congressional committees, and private industry organizations which may not be in agreement with the position taken.
    • Create strategic communications which focus on worker voice, worker decision making and/or workplace democracy in the context of employee ownership.
    • Design, plan, and execute outreach and education programs of major national scope and significance.
    • Convey information about complex programs, and effectively promote worker voice, worker decision-making and workplace democracy.
    • Establish and maintain effective working relationships with a variety of individuals.
    • Direct the work of lower graded staff.
    • Represent the agency and develop an expansive professional network in connection with other organizations focused on worker voice, worker decision making and/or workplace democracy in the context of employee ownership.
    • Establish and maintain personal contacts with the executive officials and senior staff in ESBA, DOL, and other Federal departments including the Deputy Assistant Secretaries, and Assistant Secretary, EBSA, other DOL agencies, the Executive Office of the President, state and local government, worker organizations, industry organizations, members of Congress and congressional committees.

    Qualifications

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.

    Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

    Specialized Experience for this position is defined as: Experience incorporating worker voice, worker decision making, and/or workplace democracy in developing education and outreach materials; tools (such as open book management) used to educate workers about ownership/business principles; and providing technical assistance for employee's efforts to become business owners.

    There is no substitution of education for experience at the GS-15 level for this position.

In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

    Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521).
