Employee Performance Specialist develops, implements, and administers programs that evaluate, measure, and improve employee performance. Conducts assessment activities to evaluate and identify the current and emerging skills, competencies, and behaviors required to achieve desired organizational results and prepare for future needs. Being a Employee Performance Specialist designs performance management strategies and processes that measure outcomes, identify areas for improvement, and align teams to organizational goals. Identifies the types of training and development and resources needed to achieve workforce performance improvements. Requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Employee Performance Specialist work is generally independent and collaborative in nature.     Duties Description
    Under the direction of the Administrative Officer and Assistant Administrative Officer, the Contract Management Specialist 2 (CMS2) independently writes and administers all contracts for the agency.

    Duties include, but are not limited to:

    • Provide guidance to agency staff in contract development and/or negotiation of contracts, Requests for Proposals (RFPs) or sole/single source procurements and other related financial documents and assist in the resolution of problems with these documents.

    • Meet with program staff to assist in the planning, evaluation, and selection processes for various procurements.

    • Review and process procurements, obtain required approvals prior to submission to control agencies, monitor procurements throughout the approval process, and act as a liaison between various procurement agencies.

    • Assist agency staff with discretionary purchasing and contract management processes.

    • Monitor voucher payment process for assigned contracts.

    • Participate in bidder debriefing sessions.

    • Submit Contract Reporter Ads/Exemptions, and B1184 attachments.

    • Co-administer Employee Benefit Fund payments by coordinating frequently with BSC, DOB, OSC, and participating union organizations.

    • Monitor payments and encumbrances to ensure adequate funds are encumbered to process on-going payments.

    • Prepare required reports for MWBE and SDVOB, review contractor submissions for compliance with MWBE and SDVOB policy, attend conferences, meetings, and training as required.

    • Provide documentation to OER’s FOIL Officer involving FOIL requests related to contract records.

    • Assist the Records Management Officer in managing agency records.

    • Prepare and distribute Monthly Financial Statements to Unit/Committee Directors.

    • Maintain and oversee Internal Controls for the Contracts Unit.

    • Assist in reviewing employee travel.

    • Assist with special assignments and projects as appropriate and necessary.
