    Position Summary: This position is employed in the Office of Personnel Services (OPS), Employee Relations (ER) team, at the Kansas Department of Revenue (KDOR). This position reports directly to the OPS Deputy Director. The ER team is responsible for reviewing and revising ER OPS policies and procedures and providing guidance to KDOR supervisors and managers on ER issues. This position is responsible for handling and overseeing the fair and consistent treatment for all associates and comply with state and federal laws, including but not limited to Equal Employment Opportunity (EEO) and the Americans with Disabilities Act Amendment Act (ADAAA). The ER Human Resource Professional (HRP) is responsible for providing consultation and guidance to managers, supervisors, and associates, with oversight from the Deputy Director. The incumbent in this position must effectively apply skillsets such as problem solving, teamwork, written and oral communication, and building professional relationships. The incumbent in this position must be self-motivated, accountable, flexible and maintain strict confidentiality. The incumbent in this position must have strong interpersonal skills including compassion and patience when working with others, and be able to maintain an assertive, professional and objective demeanor when presenting difficult information and conducting investigations. Errors in actions or decisions may result in complaints, lawsuits, civil service board appeals, union grievances and loss of the credibility of the ER team and OPS. Position duties may change over time due to the nature of HR functions in a government organization.

    Qualifications:

    Education: High school diploma or equivalent.

    Licensing & Certification: Incumbent is required to have and maintain a valid driver's license to perform the essential functions of this position.

    Minimum Qualifications: Two years of experience in planning, directing, organizing, managing or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.

    Preferred Experience: Two years of experience interpreting federal and state employment laws, policies and procedures.

    Preferred Skills: Microsoft programs (Word, Excel, Outlook, PowerPoint, Teams), and Statewide Human Resource and Payroll System (SHARP). Superior writing skills using proper grammar, accuracy in punctuation and spelling. Attention to detail in listening, note taking, compiling data, writing reports, and drafting correspondence.

    Post-Offer, Pre-employment Requirements: KBI and FBI fingerprint required due to access to Federal Tax Information files in KDOR systems.
