  • About the Position

    Lane County Government is seeking a strategic and influential relationship-builder to fill the role of Intergovernmental Relations Manager. This position, as part of the Policy Division within County Administration, serves as the principal lobbyist for Lane County and plays a pivotal role in advancing Lane County's interests at the state and federal levels of government. The Intergovernmental Relations Manager works closely with elected and appointed officials, government agency staff, community stakeholders, and advocacy organizations to frame compelling solutions for the critical public policy challenges of the day.

    This role will be based in Eugene but will involve a great deal of hands-on advocacy in Salem, particularly during legislative sessions. While in Salem, the position isn’t isolated; it's supported by a robust connection back to Eugene and the Policy Division, with ready access to subject matter experts across Lane County Government. This includes strong ground support and strategic thought partnership. This role contributes significantly to Lane County's presence in Salem, supporting the interests of county elected officials and appointees. Despite operating with limited resources, Lane County aims to set a standard in the realm of local government, striving to be a beacon of innovation and thought leadership on major policy issues in the state.

    Responsibilities: Legislative Advocacy, Monitoring and Analysis:

    • Serve as the principal lobbyist for Lane County at the Oregon Legislative Assembly and before state agencies.
    • Lead the development of Lane County’s legislative agenda and develop the supporting strategies in collaboration with County leadership, lobbyists, and other stakeholders.
    • Monitor legislative proceedings at the State of Oregon Legislature and U.S. Congress and seek opportunities to advance priority issues.
    • Staff Commissioners and Department Directors during the legislative session in preparing written or oral testimony in committee.
    • Analyze proposed legislation and assess potential impacts on Lane County in concert with subject matter experts across county government.
    • Collaborate on the preparation of reports and recommendations for County leadership based on legislative analysis.
    • Provide guidance and technical assistance to County departments on intergovernmental matters.
    • Manage Lane County’s federal lobbyist contract.

    Relationship Building, Communication and Collaboration:

    • Prepare and deliver presentations to County leadership, elected officials, and community groups on legislative priorities and outcomes.
    • Coordinate activities with internal departments, external agencies, and advocacy organizations to maximize impact and effectiveness.
    • Participate in relevant County committees, task forces, and workgroups as a representative of intergovernmental relations.
    • Cultivate and maintain strong relationships with elected officials, government agencies, and community stakeholders.
    • Represent Lane County's interests in regional intergovernmental forums and collaborative initiatives.

    About the Division

    The Policy Division, a subset of County Administration, is a diverse team that leverages the integrated portfolio of work being done in Housing, Climate Change, Community Resilience and Recovery, Community & Economic Development, Grant Strategy Management, and Intergovernmental Relations to address high-priority local policy initiatives and achieve key strategic objectives. The Intergovernmental Relations Manager is a valuable and critical member of this team.

    Schedule: Monday – Friday; 8:00am – 5:00pm.

    QUALIFICATIONS:

    Training:

    • Bachelor's degree in political science, public administration, government relations, international relations, or a related field.

    Experience:

    • Six years of progressively responsible experience related to area assigned, including supervisory experience.
    • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    Preferred Requirements:

    • Master's degree in political science, public administration, government relations, international relations, or a related field.
    • Demonstrated knowledge of local, state, and federal government structures, legislative processes, and policy development.
    • Strong analytical skills with the ability to interpret complex data and information related to legislative issues.
    • Excellent communication skills, both written and verbal, with experience presenting to diverse audiences.
    • Proven ability to establish and maintain effective relationships with elected officials, government agencies, and community stakeholders.
    • Experience in strategic planning, project management, and staff supervision.

    Licensing Requirements:

    • Oregon Driver's License.
