    Under general direction from the Director of Employee and Labor Relations the incumbent is an experienced professional with a comprehensive understanding of employee and labor relations matters. The incumbent will serve as a subject matter expert in the areas of contract administration, grievance and arbitration issues; complaint investigations and will advise client groups to resolve questions or concerns regarding grievances and administrative complaints. The individual will exercise independent judgment and professional discretion, relying on experience within the field, to determine appropriate course of action in areas including but no limited to CSU policy, collective bargaining agreements, corrective action, performance management, compliance and adherence to local, state, and federal statutes governing employment practices.

    Major duties and responsibilities
    • Applies advanced employee and labor relations specific concepts and skills to investigate formal and informal employee complaints and develop recommendations on the organizational response to employees
    • Provides on going guidance to University managers and supervisors on meeting responsibilities as defined under CBA, and develops strategies for resolving employee relations issues such as but not limited to performance management, corrective action/discipline, complex organizational changes, work place climate, and other related areas. Ensuring legal, regulatory, policy and collective bargaining agreement requirements are met to minimize liability exposure for the organization.
    • Monitors complaint and grievance process to ensure compliance with timelines and response requirements. Under general direction of the Director of Employee and Labor Relations, may assist in the formulation of negotiated settlement agreements related to complaints and grievances.
    • May facilitate management and labor group meetings using diplomacy, and negotiation skills in order to foster collaborative and positive employee and labor relations among parties.
    • Assists in the collection, review, preparation and presentation of responsive information related to notices from Equal Employment Opportunity, Department of Fair Employment and Housing Administration, Public Employee Relations Board, Employee Development Department (UEI claims) and other regulatory or administrative agencies.
    • Meets regularly with Director of Employee and Labor Relations to advise on current/emerging issues, provides statues updates and recommended actions within all areas of responsibility.
    • May review, analyze and develop a variety of human resource issues, e.g. policy revision proposals, internal procedures, campus practices, and campus template documents.
    • Will be responsible for assisting in the development of employee relations related trainings and resource materials to the campus. May be called upon to regularly provide the trainings to campus stakeholders in both small and large settings.
    • Participate in University committees and other campus activities as assigned.
    • May supervise staff as needed.

    Minimum Qualifications: Required Education and Experience
    • Applicants must possess a bachelor's degree in a related field along with five years of related experience involving labor management, employee relations and complaint investigation experience in both union and non-union environments.
    • Experience in conducting complaint investigations is required along with experience working with highly sensitive and confidential information.
    • Applicants must possess thorough knowledge, technical mastery, skill and judgment in the application of relevant federal, state and local employment and labor laws and regulations.

    Required Qualifications
    • Effective conflict resolution, facilitation and consultation skills are required along with a skill in factfinding, analysis, problem-solving and consulting to identify problems and recommend solutions.
    • Applicants must possess excellent written verbal and presentation communication skills, and strong leadership skills to ensure appropriate representation of campus interests in legal and regulatory setting;
    • Applicants must have the ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships across the University.
    • Applicants must have the ability to be a team player with superior ability to work independently.

    Preferred Qualifications
    • A Master's or advanced degree in a related field preferred;
    • Knowledge and experience working with Police Officer's Bill of Rights (POBR) is preferred.
    • Human resources, employee and/or labor relations experience in a higher education and/or public agency setting preferred.

    Compensation and Benefits:

    Anticipated Hiring Range: $3,750 - $8,750 per month

    Classification Salary Range: $3,750 - $11,146 per month

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year.     Position Information:

    Work status: Full-time/Exempt/ At Will

    Schedule: Monday - Friday 8:00a - 5:00p.

    This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.
