JOB SUMMARY
Under general supervision from the Director of Human Resources/County Personnel Department, facilitates or can assists the Employee Relations Manager with the collective bargaining process, labor-management meetings, and employee disciplinary process, investigates and responds to employment-related complaints and assisting with all investigations in response to all allegations an any concerns from the Synetrio Reporting system. Manages employment recruitment and selection process; serve as the department’s key resource in one or more HR program areas; prepares and reviews a variety of personnel forms, documents, records and reports. Assists other Personnel Officers as assigned.
ESSENTIAL FUNCTIONS
Assist with collective bargaining &labor relations process:
- Research and compile data for collective bargaining
- Develop and prepare proposals
- Cost-out union proposals
- Participate in bargaining sessions
- Research and prepare evidence for fact finding and arbitration
Assist the Employee Relations Manager with investigating grievances and communicate results of grievance hearings to parties involved.
Assist the Employee Relations Manager with scheduling and facilitating labor-management meetings designed to proactively address problem areas or issues of joint concern.
Provide interpretation of collective bargaining agreement articles/language to department heads/supervisors.
Tracks union release time.
May investigate and prepare responses to civil rights charges and harassment complaints as assigned.
Employee Disciplinary Process:
- Provide guidance to Supervisors and/or Department Heads with regards to notices of counseling’s
- Assist with providing guidance to Supervisors and/or Department Heads in regards to verbal and written reprimands
- Assist with investigating for alleged offenses that may result in suspension, reduction or removal
- Assist in preparing employer’s response to appeals of disciplinary action through binding arbitration or the State Personnel Board of Review
Employee Complaint Investigation Process:
- Assist with reviewing relevant documentation
- Assist with determining who needs to be involved in the investigation process
- Assist with scheduling interviews
- Assist with conducting interviews
- Take detailed notes during the interviews, documenting key information, statements and any evidence provided by the parties involved.
- If necessary assist with collecting additional evidence such as emails, or any other materials to support or clarify the information gathered during the interviews.
- Assist with reviewing all the information to see there is a pattern of concern, or inconsistencies
- Ensure fairness and objectivity, by treating all parties involved with respect, and maintaining confidentiality, and avoiding bias
- Assist with making a recommendation
Human Resource Tasks:
- Independently coordinates and manages the employee recruitment, selection and placement process for assigned departments.
- Coordinates the preparation and distribution of job postings and advertisements
- Screens applicants or bidders to determine eligibility
- Conducts interviews and explains policies, procedures and benefits
- Enters employment data into the HRIS system
- Conducts and evaluates job audits
MINIMUM QUALIFICATIONS
- Bachelor’s degree from an accredited college or university in Business, Human Resources a related field and a minimum of two (2) years related experience, OR an Associate’s degree from an accredited college or university in Business, Human Resources or a related field and a minimum of four (4) years related experience, OR a high school diploma or equivalent and a minimum of six (6) years related experience.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of: Ohio Revised Code, Employment Laws, County Policies, Collective Bargaining Agreements, Employee Handbooks/Work rules, HRIS systems and databases.
Skilled in: Effective and excellent communication, active listening, negotiation and presentation skills. Time management and organizational skills.
Ability to: Identify problems and solve problems. Comprehend complex language.
UNUSUSAL WORKING CONDITIONS
- May require overtime (work outside of the normal working hours).
- May require occasional but infrequent overnight travel.
