Energy Dispatch Director directs the real-time operations of energy dispatch centers. Responsible for ongoing transmission and distribution of energy. Being an Energy Dispatch Director aware of generation expectations and is responsible for minimizing risk and maximizing efficiency and economy. Requires a bachelor's degree. Additionally, Energy Dispatch Director demonstrates expertise in a variety of the field's concepts, practices, and procedures. Typically reports to a top management. The Energy Dispatch Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Energy Dispatch Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Director Energy Planning & Procurement

  • Bachelor’s degree and seven years of experience in the development, management, and administration of commercial sales, trading, distribution or centralized purchasing of energy from power suppliers. A Master’s degree may be substituted for one year of experience.

    Duties Description
    • Directly supervise all staff within EPP.
    • Recommend to the Director new or modified program initiatives as necessary to enhance EPP’s role within the Office of Finance and Accountability in carrying out pertinent aspects of overall State and agency-specific missions.
    • Work directly with and under the oversight of the Agency Procurement Office and other OGS programs to evaluate questions pertaining to contracts directly related to EPP, including negotiated agreements and contract disputes.
    • Examine and advise the Director with respect to long-term supply contracts, development and fixed-price contracts, near real-time pricing, and diversity in supply sources.
    • Develop and maintain a control system over expenditures.
    • Develop and maintain a control system over program billing activities, including actively managing A/R activities and ensuring bills are issued timely.
    • Develop and maintain utility expense forecasting models to advise the Director not less than monthly.
    • Develop and maintain a control system for compliance over all EPP-related contracts.
    • Advise the Director on ways to enhance the agency’s energy market intelligence, including data collection, analysis, and information dissemination, including regional and Statewide pricing, energy commodity futures and options markets, and shipping (wheeling) to provide an accurate portrayal of energy markets and the agency’s interaction to those markets.
    • Advise the Director on ways to enhance the agency’s energy market activities, including its energy purchasing program, the development of energy management strategies for use by State agencies, and other related functions.
    • In concert with the Director, serve as a liaison to the Department of Public Service; NYPA and NYISO.
    • Coordinate with agencies, the New York Power Authority, and the New York State Energy & Research Development Authority for surveying of State agency power utilization rates, on-peak and off-peak usage trends, volume, and current expenditure rates to develop “best buy” opportunities, and monitor market rates to ensure that State rates are in alignment with overall best value market rates.
    • Advise the Director of policy recommendations for consideration by the Public Service Commission related to regulatory activity to ensure that required power sources will be available to New York State agencies.
    • Recommend to the Director procedures or procedural changes to improve overall energy management and planning by State agencies.
    • Study and evaluate potential electricity management strategies.
    • Coordinate with Procurement Services and APO with respect to the contracting activities of energy products and/or other contracting EPP contracting activities.
    • Administer and maintain compliance with the long-term contract with the New York State Power Authority including the execution, administration, and implementation of energy efficiency projects pursuant to agreements with the New York State Power Authority.
    • Other duties assigned by the Chief Financial Officer or Director of Finance.
