    Description

    Scope: Overseeing an approximate annual budget of $22M and team of 30 staff, the Director of Weatherization & Home Repair is a high visibility role with influence and exposure across the energy, environmental, human service, and trades sectors in Southeast Michigan. The Director is responsible for grant oversight, program delivery, staff accountability, production goals and compliance. A highly adept communicator and negotiator, the Director will move with ease from strategic vision to tactical teamwork, building trust and strengthening relationships with diverse people and communities

    Essential Functions:
    • Mentor and lead a program team to develop, implement, and evaluate the Weatherization and Home Repair programs through in-house staff, and in conjunction with other service providers, partners, funders and contractors to meet goals
    • An internal and external subject matter expert, this Director will complete and maintain all required program credentialing and continuing education requirements to drive success
    • Connect the needs of low-income residents to advocate for and prioritize resources. Be highly effective at speaking to the gaps and opportunities in the home rehabilitation service delivery system/process
    • Develop and deliver on program metrics, methods, and means of evaluation for the entire Weatherization & Home Repair client journey and integration cycles, from home assessment all the way to final job closeout, reporting and monitoring
    • Manage the implementation and performance of program grants and contracts to meet or exceed program targets, staff performance goals, production plans, spending allocations, accurate/timely reporting to funding sources, and evaluation of activities
    • Willingness to achieve and maintain a high degree of knowledge of trades, home energy, and repair program requirements including home improvement standards, weatherization policy and technical requirements, state and federal regulations per funder requirements
    • Provide day-to-day supervision and direction to assigned staff including but not limited to scheduling, active supervision, performance coaching; development plans and resolving conflict
    • Procure skilled workforce and contractors for weatherization and home repair work, vetting all vendor qualifications and standards documentation including licenses, insurances, permitting, equipment/vehicle safety, emergency preparedness and safety training
    • Develop organization-wide goals for integration, Whole Family approach, and wrap around service delivery. Work across departments and at all levels to drive the benefits of Weatherization & Home Repair programs and service offerings throughout the broader agency and community
    • Lead all program monitoring and audit reviews. Prepare materials required for visits in advance to support auditors with professionalism and a high degree of confidence. Address any findings or recommendations promptly and submit follow-up materials to the monitors/auditors as necessary
    • Maintain open dialogue and build relationships with members of the community including public officials, representatives of other human service agencies. Work collaboratively with consumers to design and evolve programs that are relevant and impactful
    • Recruit, retain, and reskill top performing staff, trainees, apprentices, and service members to grow internal staffing and contractor capacity
    • Optimize program effectiveness and efficiency in the field to improve work flows and communication. Evaluate the performance, work quality, and reasonable cost of contractors to ensure satisfactory outcomes for both the customer and funder.
    • Maintain a positive mindset and attitude towards assigned work, clients, and staff. Demonstrate a strong desire to work with others.
    • Perform work in a professional manner that upholds Wayne Metro's policies and procedures.

    Physical Requirements and Work Environment
    • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed inside and/or outside an office. The employee is frequently required to climb, bend, lift, stoop, kneel, crouch, crawl and walk. Work exposed to a variety of weather conditions and outdoor elements.
    Qualifications

    Minimum Qualifications:
    • Candidates with experience serving the Metro Detroit area with deep roots in Detroit and Wayne County are encouraged to apply.
    • Bachelor's degree in a related field such as environmental science, public administration, or community development. Master's degree preferred.
    • At least five years of experience in weatherization program management, including lead abatement activities.
    • Knowledge of federal and state regulations governing weatherization programs, including DOE Weatherization Assistance Program (WAP) and EPA lead-based paint regulations.
    • Strong leadership and team-building skills, with the ability to motivate and inspire staff and partners to achieve program goals.
    • Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders and communities.
    • Demonstrated experience in grant writing, budget management, and contract administration.
    • Relationship builder with the flexibility and finesse to "manage by influence
    • Sincere commitment to work collaboratively with all constituent groups, including staff, board members, volunteers, and donors, while prioritizing the voices of program participants and hard to reach populations
    • Self-starter, able to work independently, and entrepreneurial; enjoys creating and implementing new initiatives
    • Other duties, hours and shifting priorities as assigned.
    Minimum Competencies:
    • Working knowledge of applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position.
    • Ability to communicate effectively both orally and in written form.
    • Exceptional interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
    • Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
    • Ability to work independently or in a team environment (as deemed necessary).
    • Perform work in a manner that upholds Wayne Metro policies and procedures.
    Licensing and Other Requirements:
    • Valid driver's license and reliable transportation.
    • Certification in lead abatement and/or lead-safe work practices preferred.
    Travel Requirements:
    • Ability to travel to various sites.
    Work Hours: Work to be scheduled Monday through Friday with specific hours to be determined by program needs.
