Sr. Specialist - Measurement QA

    Summary:

    This position supports the Energy Transfer's Product Quality Assurance Program by assisting both Pipeline and Terminal Operations in monitoring the quality of refined products being received into to both the MagTex Pipeline System and Southwest Regional Terminals. This is achieved through the training of operators, testing of products, implementing, and revising procedures.

    Essential Duties and Responsibilities:

    • Implement the Product Quality Management System (PQMS), Terminal Quality Manual and Hebert Pump Station Quality Manual throughout the Southwest Regional Terminals and MagTex Pipeline System.
    • Ensure that approved test methods, sampling protocols and analytical procedures are properly understood and carried out by all terminal and pipeline operations staff who are involved in sampling and testing.
    • Serve as primary contact of the southwest region for pipeline controllers, pipeline and terminal quality concerns, off-spec shipments from refineries and third party carriers, retail station complaints and product contaminations. Conduct product quality incident investigations through Root Cause Analysis (RCA), prepare incident reports and monitor the execution of corrective actions until resolution of issue and closure of investigation. Update management on all quality-related matters.
    • Assume the lead in resolving quality discrepancies between pipeline and terminals while working in concert with Sr. Manager of Quality Assurance and other QA Personnel.
    • Support the internal quality audit program in accordance with PQMS requirements. Execute the quality audit programs as approved by Sr. Manager of Quality Assurance and Director of Product QA.
    • Participate in external quality audits. Liaise with customer auditors and ensure the execution of corrective actions, as well as compliance with customer and/or industry specifications.
    • Collect, review, and evaluate data for the established quality programs, including but not limited to, general oversight testing of both distillates and gasoline, the transition from winter to summer gasoline, conversions in product service of facility tanks, product filtration, rack blending and additization of products.
    • Maintain and monitor various quality oversight programs at terminals and pipeline facilities including but not limited to, Monthly Terminal Monitor (MTM), Transmix Blending, Lubricity and Conductivity Additives, Cold Flow, Biodiesel, Ethanol Oversight, Microbial Sampling of Tank Bottoms and Butane Blending.
    • Evaluate needs for both laboratory and online test equipment. Provide guidance on purchasing laboratory testing equipment and approved vendors in accordance with PQMS.
    • Conduct other QA related duties as assigned by Sr. Manager of Quality Assurance and Director of Product QA.

    Special Considerations:

    • Must be familiar with the safety issues related to sampling of tanks, pipelines, conducting laboratory analysis and general handling of refined products, crude oil and NGLs.
    • Position is located in Beaumont, Texas.
    • Must be available on call 24/7.
    • Must be able to climb tanks for product sampling.

    Requirements: Education and/or Experience, Knowledge, Skills & Abilities:

    To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

    • HS Diploma. associate degree, preferably in technical discipline preferred.
    • A minimum of 8 years in pipeline or terminal operations, quality assurance or analytical experience in the oil & gas industry or related field.
    • Good knowledge of quality characteristics of refined products, crude oil, and NGLs, ASTM and API test methods/standards and pipeline specifications and pipeline logistics.
    • Strong organization and communications skills (verbal and written).
    • Solid mathematical and computer skills.
    • Ability to effectively work with all levels within the organization in performing duties associated with quality investigations, training, auditing and regulatory compliance issues.
    • Must be able to investigate complex quality events and subsequently develop written reports on findings from those investigations that will be utilized by all levels of management up to, and including, the executive management.
    • Ability to act independently, with minimal supervision.

    • Usually, normal office working conditions.
    • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
    • Travel, approximately 30% of the time to sites while performing quality training and assessments, providing quality assurance support during tool runs and performing on site quality event investigations.
    • Position is based in industrial/manufacturing settings which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
    • May be asked to work outdoors in extreme weather conditions.
