    Summary   

     

    Manages the functions of Benefits, Recruitment and Compliance Reporting.  Maintain and enhance the organization’s Human Resources programs by analyzing, designing, planning, evaluating, implementing, and maintaining employee benefits policies, programs and practices.  Provides leadership with solutions for human resources issues and organizational needs.  Directs, coaches, and develops human resources staff. Provides analysis of Human Resources data, benefits administration and Human Resources reporting by performing the following: 

     

    Benefits include: 401K, Medical, Dental, Vision, Optional Life & AD&D, Pet insurance, Legal plans, and more. Competitive compensation between $130,000-$150,000.

     

     Essential Duties and Responsibilities may include but not limited to the following:

     

     

     

    Manages the recruiting function to fill all regular full-time/part-time, exempt, non-exempt, and temporary vacant positions and develop recruitment strategies and tools to ensure selection of best candidates.  Conducts the pre-employment process and reviews results to verify and validate results. Manage summer internship program.

     

     

     

    Perform internal and external market salary analysis and ensure accuracy of job description library.

     

     

     

    Create, update, and communicate commission plans and sales incentive plans.

     

     

     

    Negotiate and approve contracts for recruitment vendor support including sourcing, networking, background check, and agency agreements.

     

     

     

    Maintain, process, and audit records of personnel transactions such as hires, promotions, salary increases, transfers, performance reviews, and terminations, and employee statistics for government reporting. Manage performance incentive plans.

     

     

     

    Process unemployment claims and investigation and documentation support.

     

     

     

    Prepare, and analyze HR reports related to Recruiting.  Audit and support HRIS reporting, i.e., monthly HR human resources reports to track and report new hires, separations, and employee population data.  Communicate to other organizations and management as needed.  Prepare analysis of turnover data. Perform quarterly and annual recruiting cost analysis.

     

     

     

    Manage and administer time-off programs such as vacation, sick leave, disability and leave of absence.   Act as the interface with disability and leave of absence vendors including legal counsel as well as employees to answer questions and resolve issues.

     

     

     

    Manage benefits staff by recruiting, selecting, orienting and training employee(s). Work with Human Resources staff to ensure the proper maintenance of employee benefit files and records.

     

     

     

    Manage all compliance reporting including preparation and submittal of all Federal and State compliance reports filing, i.e. California Pay Data, EEO – 1, Vet’s 110, ACA,  Affirmative Action Plans and SOX Audit.

     

     

     

    Program, prepare and analyze Human Resources reports. Prepare monthly human resources reports to track and report new hires, separations, and employee population data.  Audit for accuracy and communicate to other organizations and management as needed. 

     

     

     

    Manage employee benefit plans including life, health, dental, and vision insurance as well as the company’s 401-k plan.  Act as the interface with benefit brokers, vendors and employees to review coverage options and contracts for coverage, answer questions and resolve any issues.   Follow up to ensure receipt of necessary benefit contracts and other documentation such as Evidence of Insurability forms. 

     

     

     

    Manages the benefits functions such as reconciliation of benefits accounts by reviewing and submitting invoices to senior management for approval.  Analyze benefit changes to determine partial month calculations and retro adjustments and ensure that payroll information is adjusted accordingly.  Follow up to ensure that partial month adjustments are properly invoiced from vendors and that all responses to Qualifying Life Event change issues have been properly handled.   Approval of monthly benefit invoices for all Benefit vendors to ensure accuracy of invoices. Investigate discrepancies and provide resolution in non-routine situations.

     

     

     

    Audit as well as input and approve employee changes such as compensation changes, benefit enrollment changes and address changes.  Initiate Benefit and Payroll changes required by inter-state employee move.  Conduct HR/Payroll packet audit.

     

     

     

    Prepare organization charts and audit for accuracy.

     

     

     

    Maintain confidentiality of data and sensitive information.

     

     

     

    Other duties as assigned.

    May directly supervise employees. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.     Education and/or Experience            

     

    Bachelor’s Degree or equivalent, plus a minimum of 7 years of related experience and a minimum of 2 years of human resources management/supervisory experience; or equivalent combination of education and experience. 

     

     

     

    Language Skills

     

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

     

     

     

    Mathematical Skills             

     

    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

     

     

     

    Reasoning Ability                                                    

     

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

     

     

     

    Computer Skills       

     

    Advanced knowledge of Microsoft Office applications including Word, Excel and PowerPoint. Advanced knowledge of Human Resource systems such as Ultimate Software (UKG), and advanced internet skills.
