    Opportunity Council’s Community Energy Challenge (CEC) provides equitable access to energy efficiency resources so our communities can improve housing conditions and address climate change. The CEC Home Energy Advisor is on the front lines improving access to energy efficiency resources by providing homeowners with information and inspiration to improve their home’s energy performance. The CEC Home Energy Advisor position focuses on performing comprehensive home energy audits, including identifying appropriate funding sources and available rebates for homeowners. After completing a home energy audit, the HEA presents the homeowner with a comprehensive plan that includes a description of the work needed to improve their home energy performance, financing options, and available rebates. If the homeowner proceeds with the work, the HEA serves as the liaison between the homeowner and the CEC during the project, inspects the completed project, and closes the completed project file.

    Essential Duties and Responsibilities

    • Acts as lead in the dissemination of information and development within the Community Energy Challenge.
    • Performs comprehensive home energy audits, including visual assessment, blower door testing and other analysis.
    • Provides energy conservation and maintenance education to participating homes along with developing the scope of work for the project.
    • Writes project specifications and consults with homeowner on collecting bids from qualified contractors. Monitors work in progress as needed. Secures needed inspections.
    • Confirms contractor understanding of weatherization techniques and standards, lead safe work practices and BPI protocols.
    • Acts as agency liaison for participating households during the “in progress” phase of their weatherization project.
    • Schedules and performs quality assurance inspections for energy efficiency retrofit work.
    • Performs or coordinates the “in progress” and final inspection process of their designated projects.
    • Works as part of team to develop and maintain a project completion production schedule.
    • Manages, files, and monitors project costs and compliance with funding source rules.
    • Completes and submits purchase orders, material and tool requests and completed project files.
    • Responds to calls or complaints regarding projects.

    Other Duties and Responsibilities

    • Provides leadership, coordination and technical expertise for special projects administered by the Community Energy Challenge.
    • Attends regularly scheduled staff meetings and trainings.
    • Participates in development and delivery of safety topics for monthly safety meetings.
    • Participates in meetings, trainings, contract training and program planning.
    • Maintains up-to-date technical knowledge of energy modeling software and building performance techniques.
    • Other duties as assigned.

    Education and Experience Required:

    • Experience in the construction or energy conservation field.
    • Experience in one-on-one instruction or individual customer service.
    • Experience in creating project budgets and reviewing financing options.
    • Valid Washington State Driver's License at time of hire.
    • A three-year driving abstract must be submitted upon request and must be able to be insured under Opportunity Council's policy for duration of employment in this position.

    • Ability to make budget recommendations to managers responsible for funding and approving budgets.

    Remote Work: Work is performed on-site primarily in a home setting.

    Working Conditions: Work is performed primarily in a home setting. Work may be performed outdoors in all weather conditions, typically in an environment similar to a construction site. Frequently works in confined spaces, such as in attics and crawl spaces. May require working on rooftops and other potentially hazardous areas, such as around electrical wiring. May be exposed to dusty, wet, muddy, poorly ventilated and occasionally unsanitary environments. Requires frequent travel; occasionally requires driving in adverse weather conditions. Occasionally exposed to outside seasonal weather conditions, dust and/or loud noises such as sirens and traffic congestion.
